ADDITIONAL INFORMATION: The National Geospatial-Intelligence Agency (NGA) serves as the world leader in providing timely, relevant, accurate and actionable geospatial intelligence (GEOINT). NGA's civilian, military and contract personnel evaluate imagery, maps, charts, multiple layers of foundation data - such as terrain, elevation and gravity - and the full spectrum of visible and invisible light in order to help users visualize what is happening at a particular place and time. Our intelligence officers go beyond describing 'what, where and when' to revealing 'how and why.' Our work enables decision advantage for our policymakers, warfighters, intelligence professionals and first responders. Assignment Description: Administrative Investigators conduct investigations and inquiries and prepare reports in accordance with Agency and NGA Office of Inspector General (OIG) written guidance and established Council of Inspectors General on Integrity and Efficiency (CIGIE) standards. Additionally, they function as the liaison with the Defense Criminal Investigative Service (DCIS) and other federal investigative agencies, and conduct fraud awareness and prevention briefings to selected NGA audiences. This position is part of the OIG Investigations Division, is non-supervisory and reports directly to the Deputy Assistant Inspector General for Investigations. This position requires an individual with professional knowledge and work experience in criminal, fraud, and administrative investigations, as well as a working knowledge of the federal, DoD and Intelligence Community structures, functions, and policies, and come highly recommended by current and former supervisors. The qualifying individual must have a strong ethical commitment to ensuring the integrity, efficiency, and effectiveness of NGA operations. The candidate must be able to work independently, must have strong oral and written communication skills, and the ability to work multiple projects, some with short deadlines, prioritizing as necessary to meet critical needs.Additional Information: Administrative Investigators plan and lead complex, independent, objective administrative and criminal investigations and inquiries, and prepare reports on allegations regarding employee misconduct, unethical behavior, fraud, waste and abuse, gross mismanagement, and other violations of law/policy under the authorities derived from the Inspector General Act of 1978 (as amended). They perform these functions in accordance with Agency and NGA Office of Inspector General (OIG) written guidance and established Council of Inspectors General on Integrity and Efficiency (CIGIE) standards. In addition, these Administrative Investigators provide guidance and mentoring to junior staff.OIG Work Posture Statement: OIG will leverage in-person presence, maxi-flex, ad hoc telework, and leave; as appropriate. In-Person presence is essential to community, sense of belonging, enhances communication, collaboration and coordination, as well as employee engagement. Ad hoc telework can add value to the OIG work posture when used appropriately; and is fully accountable and outcome based. Routine telework is not approved as part of the normal OIG work posture. Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Demonstrated experience with Inspector General oversight responsibilities and functions.2. Demonstrated experience with performing investigations or reviews of violations of law, rule or regulations and applying Federal statutory and regulatory standards pertinent to the conduct of fraud related investigations or reviews.3. Demonstrated experience in taking testimony; preparing comprehensive and accurate narrative reports of investigation.4. Demonstrated ability to keep proprietary or confidential information secure and respecting appropriate confidences.EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Business Administration, Criminal Justice, Criminology, Police Science, Political Science, Psychology, Sociology, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus professional investigative experience that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals to 4 years. -OR- C. Experience: A minimum of 4 years of professional investigative experience that demonstrates the ability to successfully perform the duties associated with this work.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Demonstrated skills in researching, planning, and executing contract and/or fraud-related projects, to include data analysis.2. Demonstrated experience listening carefully and restating other's statements well, while maintaining a defined agenda and using techniques to keep discussion focused.3. Demonstrated proficiency with developing, preparing, and presenting informational programs - particularly related to fraud awareness and prevention; and/or planning and executing proactive investigative projects targeting fraud or similar misconduct.
