This position is located in the Department of Homeland Security, United State Coast Guard, Inspections and Investigations Branch of the 13th Coast Guard District in Seattle, WA.

Duties

The incumbent plans, organizes, directs, operates, and evaluates the fishing vessel safety program relating to the requirements from the Commercial Fishing Industry Vessel Safety Act (CFIVSA) of 1988, the Coast Guard Authorization Act of 2010, and applicable regulations and policy for all commercial fishing vessel safety activities within the 13th Coast Guard District.

  • Males born after 12/31/1959 must be registered for Selective Service.
  • U.S. Citizenship is required.
  • This position requires a National Agency Check with Inquiries (NACI).

Qualifications

To qualify for GS-13: Applicants must have one year of specialized experience equivalent to at least the GS-12 in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of qualifying specialized experience include: Applying commercial fishing vessel industry principles, practices, laws, regulations, treaties, conventions and standards. Providing technical assistance. advise and program consultations to fishing industry organizations. Developing training and qualifications programs for fishing industry safety activity. Reviewing operations summaries, Search and Rescue case data for accuracy. Participating in commercial fishing vessel industry meetings, conferences, and councils. Directing and facilitating engagement with vessel owners and operators coordinating with Coast Guard counterparts as need.  National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
