This position is located within Rehabilitation and Extended Care (REC) Integrated Clinical Community (ICC) Service, within the Geriatrics and Extended Care Service, at the Department of Veterans Affairs Medical Center, Beckley, West Virginia. Patient care services include the Community Living Center (CLC), Adult Day Health Care (ADHC), Audiology, Medical Foster Home, and the Physical Therapy department.
Duties
Duties include but are not limited to the following:
Direct the personnel management program for the service. Provides personnel management and administration with varied functions and activities with new and changing requirements. Assists the service chief in directing the personnel management program for the service, including matters involving recruitment, promotions, awards, position classification, training, etc. Ensures that the service adheres to reporting requirements at all levels.
Responsible for the collection, compilation, entry, and/or tracking of data and statistical information for various programs and projects relative to organizational operations. Develops data collection methodologies, designs data collection tools for compilation and display, conducts data review to locate omissions and inconsistencies, ensures data is complete and accurate, and performs reporting of data/statistical results pertinent to program/project initiatives. Retrieves data and generates a variety of reports.
Analyzes and evaluates the effectiveness of program or operations in meeting established goals and objectives on a quantitative or qualitative basis. Analyzes and prepares program status reports or response materials for the REC ICC Chief for higher level attention, review or signature.
Complete special projects, as required, in support of policy development and/or technical/program activities of the organization. Assembles and summarizes data, background information, and other material from publication and/or other source documents.
Participates with management in defending the budget before senior level management. Interacts and negotiates on adjustments or reprogramming on support of major program changes or requirements. Reviews for financial impact.
Establishes and oversees procedures for the receipt, review and follow up on requisitions for purchases from Federal and special funds. Drafts and/or reviews all contract proposals and agreements to assure accurate budgetary, personnel and administrative arrangements.
Researches and/or analyzes routine problems, issues, and program requirements. Determines pertinent issues to include those relative to manpower, workload, the patient population, data transmission, and uses standard approaches to collect relevant information from a variety of sources to preserve program integrity.
Assists managers and staff in projecting staffing needs, writing position descriptions and functional statements, developing job analyses, preparing performance plans and appraisals, and drafting disciplinary and adverse actions. Reviews, analyzes and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives.
Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (Veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner. Provides the customer with consistent information according to established policies and procedures. Handles conflict and problems in dealing with the customer constructively and appropriately.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement,
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09 or equivalent. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Skill in applying analytical and evaluative methods and techniques to issues or studies of the efficiency and effectiveness of program operations and substantive administrative support functions (internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate operations). Ability to develop new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations. Skill in the use of computer equipment with a wide variety of software.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
