You will serve as a HUMAN RESOURCES SPECIALIST in the Executive Management Programs Office of ASSTSECNAV MR-A WASHINGTON DC.

Duties
You will serve as staff advisor and consultant for one or more of the DON's largest Commands in one or several areas of executive management (including the Senior Executive Service (SES), Senior Level (SL), Highly Qualified Experts (HQEs), etc.).
You will monitor, review, develop and implement policies, regulations and instructions for the Executive Management Program Office (EMPO).
You will plan, coordinate, and implement human resources necessary to address organizational redesign, reshape, realignments, employee relations impacts, and corporate management of SES and related serviced organizations.
You will develop plans for and perform program management efforts, as well as plan, conduct and complete studies and projects in cited program areas, providing staff-level advice and service throughout the DON.
You will develop guidance, procedures and standards for new and changing program areas.
You will promote establishment and achievement of program objectives by implementing DON/DoD/OPM direction, and provide interpretation and instructions on laws, regulations, policies and procedures.
You will analyze and evaluate program execution, conduct analyses through review of reports, evaluations, studies, and command-level visits, and issue guidance on problems.
You will serve as an action officer on special assignments and requests for interpretive guidance in specific program areas to include recruiting, placement, executive development, and performance management review.
You will provide staff-level advice to senior leadership up to and including the Secretary of the Navy.
Requirements

Qualifications
GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Providing life-cycle management, program administration, and support of the Executive Cadre;
Advising senior leadership on management issues and requests for interpretive guidance on laws, regulations, policies, and procedures that include all/or most of the HR specialty areas (staffing and recruiting, position classification, HR development, career program management); and
Developing guidance, procedures, and standards for new and changing program areas.
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Advising leadership on recruitment, onboarding, and/or exit interviews;
Developing, executing, and/or implementing onboarding plans, staffing and recruitment activities and/or programs;
Overseeing, reviewing and/or approving executive personnel operations; and
Analyzing new legislation, rules and regulations, and directives to determine agency impact.
