This position is located in Northern Region, Region 1 on the Beaverhead-Deerlodge National Forest with duty locations of Butte, Dillon or Helena, MT.
The incumbent provides subject matter expertise in the business administration and financial management functions required to support forest management's forest product sales program.

Duties
Lead the business review of planned timber sale stewardship contract or agreement pre-sale packages after line officer approval and prior to advertisement for bid.
Conduct bid openings and auctions for both oral and sealed bid offerings.
Conduct audits of a wide variety of business and financial functions related to timber sale contract administration, permanent and trust funds, and cash management.
Responsible for accuracy and proper execution of a wide variety of tasks related to the financial administrative aspects of preparation, solicitation, administration, modification and closure of the full range of forest products.
Interpret and provide advice on laws and regulations concerning revenue accounting and use of federal funds.
Provide expertise and advice on the proper application of financial transactions on the forest product and core financial systems.
Routinely interact with timber sale purchasers, contractors, partners, and permittees to interpret and explain all financial aspects of contract and permit administration.
Maintain and operate one or more existing forest product or financial management databases.
Discuss audit findings and recommends corrective actions in order to formulate conclusions and prepare responses accepting or rebutting agency management decisions.
Performs supervisory duties 20% or less of the time
Requirements
- Must be a U.S. Citizen or National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.

- Successful completion of one year probationary period, unless previously served.

- A Level II Forest Products Resource Specialist certification is required. Incumbents must complete the requirements for this certification within 1 year of appointment to this position.
- Level I Forest Products Resource Specialist certification is required. You must submit documentation prior to the announcement close.
- New supervisor training must be completed within first year.
Qualifications
To obtain Level II certification, the incumbent must have met all of the requirements for Level I certification (Thirty-two hours of Forest or Region level Timber Information Manager training; Twenty-four hours of formal Timber Sale Financial Management training; Twenty-four hours of formal Basic Sale Administration training) plus obtain a minimum of an additional two years of experience.

Specialized Experience Requirement:
For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as meeting one or more of the following statements:
Ensured the correction of scale tickets and final corrections to the edit files until all entries are valid;
Ensured all timber sale financial collections were processed in databases;
Performed work related to the input, output, review, and analysis, posting, and adjustments to accounts; and/or
Analyzed timber sale contracts and audited timber sale statements of account to assure documents comply with appraisal, current direction, procedures, laws, and regulations; and conducted bid solicitations and openings.

A Ph.D. or equivalent Doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;
-OR-
An appropriate combination of specialized experience and graduate level education (beyond what is required for a Master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
