Duties

Development, monitoring, and maintenance of planning documents and action plans for all aspects of the program of work. Work with interdisciplinary teams to prepare decision memos, environmental assessments, and environmental impact statements, along with scoping documents, legal notices, response to comments, and other analysis related documents. Ensure National Environmental Policy Act (NEPA) documents are developed in accordance with applicable law, regulation and policy. Serve as the interdisciplinary team leader for several National Environmental Policy Act (NEPA) projects. Duties are listed at the full performance level.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. The following education and/or experience are qualifying. Transcripts must be provided for qualifications based on education. Your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. For the GS-07 level: Applicants must have one year specialized experience at the GS-05 grade level. Examples of qualifying experience include using standard data gathering and analysis techniques to collect and review technical information on environmental activities or quality, and to identify and solve problems of a procedural or factual nature. -OR- 1 year of graduate-level education towards a master's or equivalent graduate degree in a field that is qualifying for this position. -OR- Superior academic achievement (SAA) with a bachelor's degree in a field that is qualifying for this position and one of the following: graduated in the upper third of the college graduating class; member of a national honor society (excluding freshman honor society); has a 3.0 GPA or higher out of a possible 4.0 as recorded on official transcript, or as computed based on 4 years of education or courses completed during the final 2 years of the curriculum; or had 3.5 GPA or higher out of a possible 4.0 on the average of all required courses completed in the major or courses completed during the final 2 years of the curriculum (GPA will be rounded to one decimal place, i.e., 2.95 rounds to 3.0 and 2.94 rounds to 2.9). For the GS-9 level: Applicants must have one year specialized experience equivalent at the GS-7 grade level. Qualifying specialized experience includes meeting one or more of the following: assisted with evaluating and verifying that work is accomplished in accordance with environmental compliance regulations and laws; assisted in identifying and implementing corrections for environmental issues; participated in environmental assessments and/or drafting, editing, and/or revising segments of environmental impact statements; applying laws, regulations and guidelines pertaining to protecting natural and cultural resources; assisted in planning environmental resources projects, such as construction, production, or reclamation initiatives and/or ensured compliance with environmental plans and stipulations. -OR- Successful completion of master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in Environmental Planning, Environmental Sciences and Sustainability, Environmental Law, Forest and Conservation Sciences, or Natural Resource Conflict Resolution. -OR- Combination: Successful completion of an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university in ecology or environmental management, or environmental sciences; and/or other related disciplines associated with such environmental subjects as policy, politics, law, economics, social aspects, planning, pollution control, and natural resources, which provided the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time. Incomplete, inaccurate or conflicting work history may not be credited for qualifications purposes. This can result in an applicant not being considered for the position. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
