This position is under the Directors Office and is established within each Medical Center with the intent of developing an infrastructure for cultural change as the Veterans Health Administration advances along the journey to full implementation of High Reliability. The position is responsible for supporting executive leadership in coordinating, planning, implementing, and monitoring activities to ensure effective leadership engagement.
Duties
Major duties include, but are not limited to the following:
Conducts analytical studies on particular operational processes, issue topics, or related
special projects. Studies and projects addressed are commonly so diverse and intense
that they often require input and assistance from departmental or program offices.
These studies require study planning, statistical measurement, data analysis, and report
preparation and development.
The incumbent must possess the ability to review and react to proposed legislation
and/or regulation changes that impact the HRO journey in order to understand and
anticipate the impact and respond accordingly.
The incumbent must ensure the timely and proper development and execution of
budget and operational plans related to HRO operations, improvement, and
sustainment efforts. Budget plans provide for accurate and reasonable resource
allocations for personnel and workload requirements. The incumbent will monitor budget
expenditures and report all to the Chief, Quality Management, to include upper
management regularly on the state of the budget. Incumbent is responsible for the
sound implementation and monitoring of financial management controls.
The incumbent serves as the Program Manager supporting new programs/initiatives
that align directly with the journey to high reliability, which puts Veterans at the center of
all processes, innovations, improvements, and changes.
The incumbent serves as the primary supporting consultant for the development and
implementation of program operations related to new programs and/or initiatives that
have a direct impact on data management, processing, problem resolution, and process
improvement along the journey to high reliability Programs and initiatives managed are
highly visible and politically sensitive, thereby requiring the incumbent to stay current on
all aspects of the initiatives, identify potential risks and issues, collaborate with staff both
internal and external to ensure necessary requirements are appropriately documented
and met, and effectively lead and socialize the changes necessary for successful
implementation.
The incumbent works in partnership with the National Center for Patient Safety, Office
of Systems Redesign and Improvement, Chief, Quality Management, Patient Safety
Manager, Systems Redesign (Improvement) Coordinators and Nursing leadership to
ensure planning, coordinating, tracking, reporting and communicating objectives to the
various stakeholders both external and internal to VA.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Candidates must meet the following Individual Occupational Requirement: Candidates must meet the following minimum qualifications of the 0671 Health System Administration Series.
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interpreting administrative policies, including developing, defining, and implementing local policies and requirements to ensure they meet specified requirements, Providing and reviewing various administrative functions to meet goals and objectives, Advanced knowledge of budget management, reports, and analysis through various computer-based applications, Coordinating personnel actions and records, Proficient in creating, reviewing, and editing memos, letters, and other correspondences. (Must reflect in resume) OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond masters degree. (To compute, divide your total months of qualifying experience by 12, then divide your semester hours of graduate education beyond one year by 18, add the two percentages. Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting
though some work may require periods of standing. The regular and recurring work of
the position involves sitting at a desk, conferences, meetings, etc., and occasional visits
to activity work sites. Occasionally incumbent is required to carry light objects, such as
files, mail, supplies and papers.
