Duties

This position serves as a Natural Resources Specialist/Physical Scientist for the Canyon Country District. Schedules, conducts, and coordinates on sites for proposed wells, pipelines, roads, facilities, etc. with the operator, surface owner, surface management agencies and others as needed. Reviews and processes Application for Permit to Drill (APDs) and Sundry Notices involving surface disturbing activities associated with oil and gas activities. Modifies proposals and adds conditions of approval as needed to protect environmental resources. Promotes internal and external communication and coordination, including local interest groups, individuals, users, the general public, State and local government, and other Federal personnel. Directs the preparation of National Environmental Protection Act (NEPA) evaluations and responds to possible protests and appeals. Processes applications for energy related rights-of-way in accordance with relevant policies. Prepares Field Office responses in regards to inquiries from oil and gas operators, mining operators, and pipeline companies. Initiates necessary surface use oil and gas inspections.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position. The incumbent must be able to hike over rugged terrain to access and monitor work sites. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. In addition to the basic education requirements, to qualify at the GS-9 level you must meet the following: Specialized experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-7 level equivalent in difficulty and complexity to perform the duties of a Natural Resources Specialist/Physical Scientist. Qualifying specialized experience includes: designing, inspecting, and reclamation of surface disturbed lands; writing environmental analyses of impacts of oil and gas development; participating on interdisciplinary teams; and experience with word processing software, GIS, and spreadsheets or databases. OR Education: To qualify based on education you must have a master's or equivalent degree, or two (2) full years (36 semester hours) of graduate-level education leading to a master's or equivalent graduate degree in a related field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 18 semester hours may be combined with experience. In addition to the basic education requirements, to qualify at the GS-11 level you must meet the following: Specialized experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-9 level equivalent in difficulty and complexity to perform the duties of a Natural Resources Specialist/Physical Scientist. Qualifying specialized experience includes: designing and inspecting surface disturbance activities; leading a team for interdisciplinary writing of environmental documents including National Environmental Protection Act (NEPA); conducting on-sites and surface compliance inspections; working with teams to develop mitigations and resolve resource conflicts; and experience with word processing software, GIS, and spreadsheets or databases. OR Education: To qualify based on education you must have a Ph.D. or equivalent doctoral degree, or three (3) full years (54 semester hours) of graduate-level education leading to a Ph.D. or equivalent doctoral degree in a related field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 36 semester hours may be combined with experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: Incumbent must be able to sit for long periods of time within an office, drive considerable distances, and walk up to three miles. This position requires the incumbent to spend extended periods in the field, hiking and climbing in rough, broken terrain. The incumbent may be subjected to the pressures of meeting numerous deadlines. The incumbent must be able to operate motor vehicles up to and including one-ton 4X4's, and ATV's, other mode of travel includes air travel. The incumbent will be required to lift and carry items weighing up to 50 pounds. Work Environment: Office work may periodically involve intense mental activity and some stress in situations involving complex solutions and short deadlines. Visits to the field locations will require operation of motor vehicles, flights in helicopters, and hiking in many cases under adverse weather conditions. Some inspections will involve sites around oil and gas facilities with hazardous Hydrogen Sulfide (H2S) concentrations. H2S is a type of gas commonly found during the drilling and production of crude oil and natural gas that is produced as a result of the microbial breakdown of organic materials in the absence of oxygen. H2S is colorless, flammable, poisonous and corrosive. Although H2S has a smell of rotten eggs, smell is not always a dependable indicator. H2S has a toxicity like carbon monoxide, monitoring and early detection are critical to safety. The incumbent must carefully adhere to all safety procedures to mitigate hazards and prevent injury. Incumbent works with and around heavy or large equipment with moving attachments.

Education

To qualify for the Natural Resources (0401) series:

A) Degree: In biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B) A combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

To qualify for the Physical Scientist (1301) series:

A) Degree: in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B) Combination of education and experience: Education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
