WHAT IS THE APPEALS DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Appeals: Examination Appeals, Collection Appeals, Specialized Exam Program and Referrals, Shared Team Administrative Redact Support, and Case and Operations Support. Assignments will be made at the IR-10 through IR-04 levels. Managerial assignments covered by this program are in the following series: 0303 Miscellaneous Clerk and Assistant 0340 Program Management 0343 Management and Program Analysis 0512 Internal Revenue Agent 0592 Tax Examining 0930 Hearings and Appeals The Appeals FLRP experience includes a Human Capital Office (HCO) training curriculum which occurs over a 6-month period. This includes virtual learning, e-learning, and two one-week classroom training sessions, a 1-week Shadow assignment and a minimum of a 60-day developmental Acting assignment(s). This is a 2-year program, acting assignments should begin within the 6-month interim period and completed within two years of the selection date into the FLRP program. WHAT IS THE FRONT LINE READINESS PROGRAM? The Front Line Readiness Program offers well qualified individuals the opportunity to receive structured professional leadership development and experience. During the twelve (12) month training and development program, all candidates will participate in a pre-classroom orientation, complete online courses, complete Career Learning Plans, and attend leadership-training classes (on-line virtual and/or face-to-face budget permitting) and participate in a variety of developmental assignments. In addition, candidates will be assigned a mentor and receive one two week shadow assignment and a 60-day minimum developmental acting assignment. This acting assignment may result in a temporary promotion. No further competition will be needed for any temporary promotions to a Front Line Manager position if more than 120 days for those selected under this announcement. While on an acting assignment, you may advise/counsel employees, complete performance appraisals, control workload flow, set goals timelines and completion schedules. Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following readiness requirements by the closing date of this announcement: BASIC REQUIREMENTS: LEADERSHIP DEVELOPMENT PROGRAM: To be minimally eligible/qualified for this readiness program you must meet the following requirements: Current annual performance appraisal must be fully successful or higher AND Must have at least one (1) year of experience in at least one (1) of the occupational series being announced or previously held a position in one (1) of the occupational series being announced on a temporary or permanent basis for at least one (1) year AND Must be a current Appeals employee TEMPORARY DEVELOPMENT ASSIGNMENT (PROMOTION) WHILE IN THE READINESS PROGRAM: To be qualified for a temporary development assignment (promotion) to a Front Line manager position, while in the readiness program, your experience should be sufficient to demonstrate: Experience with management techniques, methods, theories, principles and labor relations concepts, to assure optimum utilization of personnel, equipment and space for the accomplishment of all program objectives with combined technical and administrative oversight; Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled; Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources); Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" or Status applicants. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series.
