This position will serve as an Emergency Management Specialist (Recovery) supporting Region Ten with the delivery of the Public Assistance Program, specializing in program closeout and related closeout program initiatives. The ideal candidate has experience implementing FEMA Public Assistance directives, policies, regulations, procedures, and methods; data analysis/management, planning and project management; policy analysis; and an understanding of legal/scientific principles and concepts.

To qualify for this position at the IC-09 level, you must possess one full year of specialized experience equivalent to at least the IC-07 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
Assisting in the delivery of briefings and written analysis for internal or external stakeholders;
Assisting in the application of laws, regulations, and/or policies related to disaster assistance; and
Collaborating with internal and external stakeholders in the delivery of disaster assistance.
OR
Master's or equivalent graduate degree; or
2 full years of progressively higher-level graduate education leading to such a degree; or
LL.B. or J.D.
ORCombination of education and experience
To qualify for this position at the IC-11 level, you must possess one full year of specialized experience equivalent to at least the IC-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
Developing briefings and written analysis for internal or external stakeholders;
Applying laws, regulations, and/or policies related to disaster assistance; and
Providing technical advice to internal and external stakeholders on the delivery of disaster assistance.
OR
Ph.D. or equivalent doctoral degree; or
3 full years of progressively higher level graduate education leading to such a degree; or
LL.M.

To qualify for this position at the IC-12 level, you must possess one full year of specialized experience equivalent to at least the IC-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:
Briefing internal and external stakeholders on the delivery of disaster assistance;
Interpreting laws, policies, and/or regulations related to disaster assistance, such as public assistance, fire management assistance grant programs, state management cost program or Validate As You Go; and
Utilizing data analysis to provide programmatic guidance to leadership.
