As part of CNIC, you have responsibility for supervising a regional HR Office and you will provide senior management consulting to operational staff located throughout Naval District Washington. Duties
Workforce Planning and Employment:
Advises and assists managers and/or supervisors on all NAF HR matters as well as consultation on developing, implementing, and evaluating sourcing, recruitment, hiring, orientation, succession planning, retention, and organizational exit programs necessary to ensure the most effective alignment of HR systems to support strategic goals and objectives within their organizations. Advises and assists managers and/or supervisors with identifying appropriate pay ranges, organization/position structures, classification changes, employee evaluations, retention strategies, impact and associated actions to assure compliance with all regulatory HR guidance for the non-appropriated funds. Utilizes and oversees the use of the CNIC NAF personnel database Systems, Applications and Products Human Resources (SAPHR) to prepare and maintain all employee records, generate reports and analyze data.

Qualifications

Knowledge of and ability to apply a wide range of HR theories, concepts, laws, regulations, and policies to provide comprehensive HR management advisory/technical services on organizational functions and work practices. NAF HR experience preferred.
Knowledge of and skill in applying analytical, diagnostic, and qualitative/quantitative techniques sufficient to identify, evaluate and recommend to management appropriate HR interventions to resolve complex, interrelated HR problems and issues.
Ability to develop new and/or to modify current HR work methods and processes to deliver effective and efficient HR service to customers.
Knowledge and ability to research and interpret a wide range of HR principles, practices, policies, instructions and regulations to give situational appropriate guidance and insight to management on all issues relating to human resource management.
Ability to interpret and apply OPM classification guidelines and policies to assist managers and/or supervisors in developing position descriptions and determine appropriate title, series, and pay band/grade level. Minimum of three (3) year of hands on position classification experience preferred.
Ability to identify and determine position and skill requirements to assist management in creating crediting plans used in the applicant qualification process. Minimum of three (3) years' experience is preferred.
Skill in the use of automated HRIS and timekeeping systems; SAP/HR and Kronos preferred.
Skill in written and oral communication techniques sufficient to: develop/deliver correspondence; foster understanding/acceptance of findings; present arguments/ advisory opinions.
Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook) to sufficiently prepare reports (monthly/quarterly), briefs, and presentations.
Knowledge of installation FFR program operation is preferred.
