This position will serve as the Chief Nurse Officer (CNO) for the two adolescent residential treatment centers: Desert Visions and Nevada Skies Youth Wellness Centers.) This position is responsible for four functional areas at both Desert Visions and Nevada Skies Youth Wellness Centers: 1) Serve as an executive level leader on the facility's top management group; 2) Serve as the CNO for the Nursing Departments.

Duties

Serve as the Chief Nursing Officer providing clinical and administrative supervision for the Nursing Departments at Desert Visions and Nevada Skies. Exercises full-line supervisory and managerial responsibility for planning, organizing, coordinating, and controlling, overall nursing operations through subordinate supervisors and staff. Ensure that nursing care will be provided with full consideration of the cultural diversity of the Native American population, the patient mix, knowledge and skills of nursing staff, available resources, and established health care outcomes. Provide leadership to ensure the fulfillment of the Regional Treatment Centers' goals and objectives by setting and maintaining standards for the clinical practice of nursing. Support or develop an environment that is conducive to the development of collaborative, collegial relationships with medical, clinical, and ancillary services both internally and outside the boundaries of the RTC. Provide direct client care, as needed, by completing nursing assessments of clients upon their admission and reassessment according to the policies and procedures. Provide case management for the health care needs of clients such as medical appointments, medication, arranging for other medical procedures, and transportation. Serve as the Infection Control Officer (ICO) for Desert Visions and Nevada Skies. Serve as employee health on-site coordinator for Desert Visions and Nevada Skies. Ensure all staff are compliant with employee health requirements. Serve as the Performance Improvement Officer (PIO) for Desert Visions and Nevada Skies.

This education must have been accredited by the Commission on Collegiate Nursing Education (external link), Council on Accreditation of Nurse Anesthesia Educational Programs (external link), Accreditation Commission for Midwifery Education (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools (external link) is required for individuals who graduated from foreign nursing schools. Advanced Practice Nurse Positions: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position. BASIC REQUIREMENT(S) - Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination (external link). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. BASIC REQUIREMENT(S) - Additional Licensure Requirement for Advanced Practice Nurse Positions: Applicants for Advanced Practice Nurse positions must be licensed or registered by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position. In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Serve as the Chief Nursing Officer providing clinical and administrative supervision for the Nursing Departments at Desert Visions and Nevada Skies. Exercises full-line supervisory and managerial responsibility for planning, organizing, coordinating, and controlling, overall nursing operations through subordinate supervisors and staff. Responsible for designing and initiating an effective ongoing process to monitor the need for nursing services and quality and appropriateness of the nursing care and services. Ensure that nursing care will be provided with full consideration of the cultural diversity of the Native American population, the patient mix, knowledge and skills of nursing staff, available resources, and established health care outcomes Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
