This position is located at the Marion VA Medical Center, in the Center for Development and Civic Engagement (CDCE). The primary purpose of this position is to serve as the Administrative Officer (AO) for CDCE and is responsible for the coordination and monitoring of all CDCE administrative programs.
Duties
Major duties and responsibilities include:
Oversees and facilitates the administrative management for CDCE.
Independently develops, plans, issues and implements procedures to comply with directives concerning administrative matters.
Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management and data management within the division.
Participates in regular meetings with leadership and other senior members to address administrative management issues, resolve problems and provide recommendations for correcting or improving processes and programs.
Compiles information prepares administrative reports for management briefing and sharing with work groups.
Serves as the department Automated Data Processing Application Coordinator (ADPAC).
Manages, monitors, coordinates and provides regulatory guidance on all personnel actions, organizational structures and position management for the Service.
Reviews, interprets and provides recommendations for the revision of regulatory guidelines, policies and standing operating procedures pertinent to personnel administration and all Service operations.
Participates in the planning for budgeting needs and financial management for CDCE.
Attends budget calls, reviewing guidelines and instructions in order to brief managers of schedules and data requirements.
Coordinate with Voluntary Services Officer to control purchasing and use of supplies.
Reviews office needs in order to plan and develop budget data and justification for review and approval.
Performs other related duties as assigned.
Work Schedule: Full-Time; Monday-Friday 7:30 am - 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Maintain responsibility of correspondence; which includes prepare, editing, and archiving all official correspondence requiring the signature or approval;
Working knowledge of PIV badging system and coordinate clearances and access for visitors and contractors;
Coordinate meetings, prepare agendas, minutes;
Oversee various aspects of human resource requirements; which includes recruitment, merit promotion, development and training;
Knowledge of budget formulation and expenses; which includes estimates, purchasing, and reconciliations;
Prepare procurement requests and records, resolve issues, and evaluate agreements/contracts.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have
Master's or equivalent Graduate Degree OR
2 full years of progressively higher level graduate education leading to such a degree or
LL.B or J.D, if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of Graduate level education.

Physical Requirements: The work is primarily sedentary and is usually accomplished while seated at a desk or table, typically in an adequately lighted and climate controlled office. Some standing, walking, bending and lifting (up to 40 lbs.) is required. Physical exertions including stretching, reaching and pulling or pushing cares occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
