The incumbent assists the Manager with outlining the VAMC C&P Program goals and objectives, identifies risks, ensures training and education, and completes second level reviews as appropriate.
Duties
Major Duties:
Serves as lead specialist over a group of C&P Specialists.
Responsible for assigning, monitoring, and reviewing the work performed by subordinate team members.
Participate in the development, execution, evaluation, and oversight of the work performed by the office specialists.
Provide input towards performance appraisals, coordinates work priorities set by the C&P manager, and gives advice, counsel, or instruction to employees on both work and administrative matters.
Validate processes to the C&P manager that are working efficiently and according to plan to identify dysfunctional process issues as early as possible during the implementation phase.
Develop and utilize analytical and diagnostic tools to identify, evaluate, and recommend to management techniques for developing new or modified work methods, approaches, or procedures for delivering effective services and customer service.
Consult and provide advisory on benefits of updating/revising processes and procedures.
Other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of the VetPro software and its functionality and VetPro policies; detailed working knowledge of the VA health care and credentialing industry, including medical-legal issues and laws, regulatory standards as related to credentialing, privileging and peer review, and other national standards; experience providing consulting and guidance to local leadership on all matters pertaining to the facility's Credentialing and Privileging program; experience providing consultation and guidance to local VA leadership on all matters pertaining to the VA's C&P Program; broad knowledge and skill in Staffing
regulations/requirements for health care practitioners for compliance with a range of National and Local Handbooks, Directives, MOUs, Policies, Medical Bylaws, etc.; internal and external regulatory and accrediting agencies such as T JC, CARF, URAC, NPDB, etc.; VetPro and other databases; experience developing, analyzing and coordinating short, mid and long term range plans and programs in support of the facility C&P Program; experience managing the functions for appointment, reappointment, special advancement for performance/achievement, and change in status for VA providers. (This experience must be well documented in your resume or application package}.

To qualify based on education for this grade level you must have ompleted a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the work of this position.

Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items.
