This position is located in Saint-Gaudens National Historical Park. This is a term position (more than 1 year) with an initial appointment to last at least 13 months but may be extended up to a total of 10-years. Term positions do not convey permanent status in the Federal service.

Duties

This position serves as the Construction Control Representative (Project Manager - Park Liaison) for Saint-Gaudens National Historical Park (SAGA) in Cornish, NH. The position serves under the general supervision of the Superintendent. The primary duty is to serve as the park's project management liaison overseeing the design and implementation of a complex Legacy Restoration Fund project that will rehabilitate 4 historic structures and replace critical HVAC, electrical, security and fire alarm systems throughout a significant portion of the park's historic campus. The incumbent will work with an interdisciplinary team of park staff, NPS program managers and technical experts, project managers from the NPS Denver Service Center, and consults from compliance, A&E, contract management, and construction firms. The position will be involved in every phase of the project from design to implementation and will provide technical expertise in construction and project management to ensure project goals are successfully met. The Construction Control Representative will work directly with contractors and provide on-site coordination and oversight of construction activities. Work will require a high sensitivity to and understanding of the requirements for working on historic sites and with museum collections. This project will include work on the historic home, studios, outbuildings, and cultural landscapes at Saint-Gaudens NHP Aspet and Blow-Me Down Farm units; and require the protection of the park's extensive fine-art museum collection during various construction phases. DUTIES: Apply technical skills in project management to serve as the park liaison in informing and managing multi-phased construction projects. Coordinate with an interdisciplinary team to develop project plans, evaluate and resolve technical and administrative problems, and develop corrective actions as needed. Provide inspection and coordination of construction projects, and ensure project compliance and quality meets construction, historic preservation, collections management, and building code standards. Work directly with contractors to coordinate onsite logistics, address concerns, implement safety measures, and otherwise ensure activities essential to the successful implementation of the project are addressed. Review and monitor all construction activities to ensure park-specific conditions are met, including those related to historic preservation, museum management, and visitor experience.

Qualifications

All qualifications must be met by the closing date of this announcement-10/06/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: managing complex construction projects with interdisciplinary teams; serving as a construction inspector or equivalent for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements; serving as an engineer (mechanical, electrical, structural, civil), architect, landscape architect, historic preservationist, or facilities manager/operations specialist in positions overseeing the development and implementation of rehabilitation, restoration, or construction projects; knowledge and understanding of general construction practices and the ability to perform inspections of the contractor's work; knowledge and skill in preparing design drawings and specifications for construction projects. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
