About the Position: Fort Buchanan is located near San Juan, Puerto Rico, within a short drive from the Luis Munoz Marin International Airport, Old San Juan, and most popular tourist attractions and beaches. PR is designated as an OCONUS Non-foreign area. Salary shown in this announcement includes a Locality Payment of 16.50% for this Non-Foreign Area. An adjusted Cost of Living Allowance (COLA) rate of 2.81% is not reflected in the salary shown.

Duties

Serve as the assistant fire chief of operations for Fort Buchanan Fire and Emergency Services. Direct operational activities for one fire stations including care and maintenance of equipment and facilities. Ensure that daily activity logs/reports and dispatch records are accurate and up-to-date. Act as fire chief during scheduled and unscheduled absences assuming full organizational control. Represents the fire chief at senior manager meetings and coordinating sessions for on and off-post agencies. Discuss fire hazards and deficiencies with responsible installation officials. Participate in committees, working groups, and task forces with installation personnel to improve or support the mission. Complete documents within the suspense date IAW OPM, DA, DoD, and Fire Department Standard Operating Procedures. Develop and manages Individual Development Plan. Completes DoD, and DA ancillary training hours. Attends structural live fire training evolutions. Displays ability to safely execute lessons learned during an emergency incident. Display technical job knowledge to mitigate emergency responses. Direct subordinate actions when participating in emergency responses, exercises, and routine day to-day operations. Evaluate the performance and proficiency of personnel during training sessions and actual emergencies. Manage placement and distribution of first aid, firefighting extinguishing equipment; inspection of exit facilities; conducts emergency fire drills, testing of fire alarm systems, and posting of standby fire watches when required. Execute the overall Firefighting Division functions which include budgets, personnel, equipment, and promotion activities. Review employee performance, progress and training needs to include behavior problems. Maintains time and attendance records for employees supervised, approves leave and prepares all reports dealing with personnel under his supervision. Direct the testing and maintenance of structural apparatus and related fire protection equipment.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work.
  • This position requires you to work 72 hours per week. The position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a requirement to lift up to 50 or more lbs.
  • A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • Must be able to pass pre-appointment and subsequent periodic medical examinations IAW DoD 6055.5M to determine fitness for continued performance of the duties of the position.
  • Incumbent must participate in a cardiovascular physical fitness program.
  • This position requires the employee to wear a uniform provided by the employer.

For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted. NOTE: In addition to the above specialized experience definition/requirement, this position requires the incumbent to possess, at the time of appointment, the following certifications: 1. HAZMAT Incident Commander 2. Fire Officer III 3. Fire Instructor II 4. Fire Inspector II These certifications must have been awarded by the DoD, IFSAC, or Pro-Board accredited training to meet the requirement. For purposes of applying the 3-year requirement, it does not matter whether the service is actually made creditable by payment of a deposit or whether the service cannot be made creditable. Thus, even post-1998 non-deduction service (which can never be creditable under FERS for the purpose of qualifying for or computing a benefit) can be used to meet the 3-year requirement.
