The incumbent serves as the medical technologist in charge of the Chemistry Section of the laboratory. In this capacity the incumbent directs and trains the medical technologists and technicians working in this section. The incumbent is responsible for overseeing quality control and quality management activities, inventory control, management data recording, work flow and accuracy of results in these sections.

Duties

The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. This is an approach to healthcare that empowers and equips people to take charge of their health and well-being and live their lives to the fullest. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community. This aligns with the Veterans Health Administration (VHA) Mission Statement to Honor America's Veterans by providing exceptional health care that improves their health and well-being. Major Duties Include but are not limited to: Directs the work performed and the activities of the Chemistry Section including the procedures, quality control and quality management programs, supply and equipment purchases, repair and maintenance of the equipment and the physical facility and in-service training. Coordinates and/or conducts the orientation and training of all employees assigned to or rotating through the Chemistry Section as well as students, residents, and others. Participates in in-service training for employees, residents and medical students. Makes recommendations for major decisions as to the basic long- term operations and organization of the Chemistry Section such as developing multi-year plans for instrument and staffing needs, deciding whether to perform various tests within the laboratory or to refer them to reference laboratories, performing cost evaluations for alternative procedures and equipment, etc. Recommends appointment, plans and assigns work, gives advice and counsel and evaluates work of technical and non-technical staff as it pertains to the Chemistry Section. Plans and schedules on-going work. Adjusts staffing levels or work procedures. Is responsible for monitoring test analyses and specimen examinations to ensure acceptable levels of performance. Assures corrective action is initiated when test performance deviates from established performance specifications. Assures orientation, training, and competency assessment of staff. Implements and monitors quality management activities. Responsible for the maintenance of adequate supplies to keep all units functioning properly, monitoring section budget sub-accounts, keeping laboratory procedures up to date, and maintaining laboratory equipment for maximum production. Evaluates laboratory effectiveness and checks the technical accuracy of final results by reviewing completed reports and other data. Provides information to attending physicians on possibilities and scope of testing, evaluation of test results, possible technical and clinical interferences with the various laboratory tests within the Chemistry Section. Responsible for initiating, coordinating and improving automated data and handling procedures in the section including reports, statistical data, and workload recording data and other required data. Responsible for the section's compliance with all regulations, policies and requirements as established by VA and accrediting agencies; e.g., CAP, JC, and OSHA and FDA. Serves as Acting SMT/LM as assigned in the absence of the SMT/LM, assuring that all procedures and protocols are compliant with accrediting or oversight body standards and/or regulations. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. MTs must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. Education and/or Experience Combination: (1) A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.). AND completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree. OR, (2) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. OR, (3) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. Certification. Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-11 Lead Medical Technologist: Facilitates team or unit processes by working in collaboration with team members to ensure that tasks, priorities, goals and achievements are coordinated with management. Responsible for all aspects of operation in their area of specialty including preparation and maintenance of records and reports, analysis of testing methodologies, training, instrumentation and compliance. Acts as a liaison to other departments of the medical center for the appropriate laboratory specialty Experience. Must have 1 year of creditable experience equivalent to the full performance level (GS-9), which is directly related to the position to be filled. Experience at the GS-9 level includes Comprehensive knowledge of professional MT principles, practices, concepts and theories providing for sound independent work. Comprehensive knowledge of laboratory quality control and assurance procedures and principles of performance improvement in order to manage reagent and supply inventories and document control systems. Knowledge of laboratory equipment and ability to maintain, troubleshoot and repair instrumentation. Ability to plan, organize, set priorities, work as a team member and effectively complete assignments. Ability to use independent technical judgment to analyze and interpret laboratory results. Ability to read, interpret and apply complex written instructions. Skilled in informatics, laboratory data flow and the understanding of laboratory processes. Ability to communicate, consult and interact with other members of the healthcare team, external relations, customer service and patient education. OR Education. Must have 3 full years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree in medical technology or a directly related field. AND Demonstrated Knowledge, Skills and Abilities: In addition to the experience or education above, the candidate must demonstrate the following KSAs: a. Knowledge of medical technology applicable to a wide range of duties to solve complex problems involving diverse aspects of clinical laboratory practice. b. Knowledge of regulatory, licensing and accrediting agency requirements and statutes governing clinical laboratory operations in order to plan, implement or monitor laboratory programs and services. c. Ability to manage and coordinate daily work activities and assignments in a section. d. Skill to maintain, troubleshoot and repair laboratory instrumentation. e. Ability to provide technical oversight in order to manage personnel and work assignments in a manner that assures completion of the laboratory workload.
