This is a Management and Program Assistant position and the primary purpose of the position is to provide management and program support to the Chief, Health Administration Service, as well as, other management officials. The incumbent provides a high level of administrative support to HAS, upper management and clinical services.
Duties
Duties include, but are not limited to:
Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of HAS systems in meeting established goals and objectives.
Required to take, transcribe and distribute minutes and notes for professional and administrative meetings.
She/he scans, emails, copies, and faxes documents as requested.
Receives and screens incoming mail and determines whether to handle independently or to refer to the Chief or other members of HAS.
Drafts answers on equivocal items and on items which she/he expects the Chief to answer.
Prepares correspondence according to ECHCS/VA templates, memorandum and Field Correspondence guidelines as directed by the Chief.
Proofreads correspondence for spelling, punctuation, numerical data, formatting, and makes corrections as necessary before forwarding.
Serves as timekeeper for assigned section(s).
Serves as the primary point of contact for payroll processing: these duties include special pay situations, posting time, clearing pay period exceptions and staff tour maintenance.
Reviews all contracting and acquisition functions unique to HAS and regularly represents management when so designated.
Conduct background investigations, security clearance, and address contractor or subcontractor complaints.
Monitors Fund Control Points (FCPs) and enters increases or decreases as necessary by dates established by Contracting, Supply Chain Management Service, and Fiscal Service.
Work Schedule: Monday-Friday 08:00AM - 4:00PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Maintains a tracking log of all documents routed into and out of the service; Serving as timekeeper for assigned sections; Drafts, monitors, updates and routes service policy memorandums, standard operating procedures, and service agreements and notifies sections when they are due for review/revision; Submits work order requests to Facilities Management and OI&T; Maintains an adequate level of supplies and acquires supplies as requested by staff members.

Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
