The Health System Specialist position is located within the Department of Veterans Affairs Health Administration at the Greater Los Angeles Health Care System VA Medical Center in the Office of Strategic, Facility and Master Planning and reports directly to the Deputy Chief, Strategic, Facility, and Master Planning (SFMP).

Duties

Serves as the Health System Specialist (HSS) for the Greater Los Angeles Health Care System (GLAHS) by providing a full range of support functions assisting in the formulation and development of organizational facility plans and is involved in the analysis of demography of the Los Angeles area. Ensures that Network Health Care Planning Model and priorities are fully integrated into the Facility Strategic Capital Investment Planning by working with the Capital Assets Manager and Chief Engineer Initiates and manages complex projects in programmatic areas and leads interdisciplinary groups of staff whose work products result in significant and sustained contributions VAHCS's success Reviews proposed organizational changes requiring establishment, consolidation, and transfer or regrouping of functions for one or more services and/or sub organizational units Coordinates activities to ensure that planning processes are directly related to performance outcome measures and to ensure planning processes are aligned with related transformational care initiatives Reviews long-range, mid-range, and short-range plans; assess resource projections, priorities, and justifications, et cetera; make recommendations on strategic planning efforts that can be implemented within existing resource levels and advises on the impact of efforts that require additional resources Engages senior leadership in all aspects of planning, including the development of goals, objectives and performance measures Work Schedule: Monday-Friday, 8:00 a.m.-4:30 p.m. Position Description Title/PD#: Health System Specialist (Facility Planner)/PD13949A Physical Requirements: The work is primarily sedentary and may include some need for occasional travel. The incumbent will be subjected to stressful situations due to short timeframes for completion of assignments and potential and actual conflicts.The work is primarily performed in a typical office setting within GLAHS. The work site is properly heated, lighted, and air-conditioned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Health System Administration Series, 0671 Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for In service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the IOR you must also meet: GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying specialized experience may include: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following, under supervision: Missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Preferred Experience: Three years project management experience. There is no educational substitution for the GS-12 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
