The primary purpose of this position is to lead three or more workers to accomplish trades and/or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards.
Duties
Leads a team of trades and/or labor workers. On a regular and recurring basis, utilizes trades and/or labor knowledge and skill to lead a team of three or more workers in performance of various related work.
Performs work. Performs nonsupervisory trades and/or labor work that is usually of the same kind and level as members of the work crew led.
Using the eddy current process, performs inspections of aircraft, engine, missile, ground support equipment, etc., parts and components, support equipment structural members, components, parts, and other materials.
Applies magnetic particle inspection to detect and interpret the relevancy of flaws in aircraft, engine, missile, ground support equipment, etc., parts and components, support equipment structural members, components, parts, and other materials.
Applies liquid penetrant inspection to detect and interpret the relevancy of flaws in a variety of aircraft, engine, missile, ground support equipment, etc.
Inspects aircraft, engine, missile, ground support equipment, etc., parts and components, support equipment structural members, components, parts, and other materials by applying the full range of radiographic inspection techniques.
Inspects aircraft, engine, missile, ground support equipment, etc., parts and components, support equipment structural members, components, parts, and other materials by applying the full range of ultrasonic inspection techniques.
Serves as NDI Technical Advisor, advising responsible shop supervisors, engineering, quality assurance and other related functions of defects found, their extent and their effect of the quality and serviceability of products.
Uses and maintains tools, maintains records and documents actions. Maintains bench stock levels of parts, materials, tools (PMEL/TMDE), and equipment at prescribed levels.
Utilizes safety practices and procedures following established safety rules and regulations to maintain a safe and clean work environment. Uses and assures proper fit of required safety equipment and clothing.

Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WL-3705-11 Nondestructive Tester Metal Processing Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is Ability to Lead or Supervise.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of eddy current, magnetic particle-liquid penetrant methods, ultrasonic and industrial x-ray radiographic and equipment of nondestructive testing to investigate failures in critical aircraft structures and components when considerable unknown factors are involved; and various shapes, sizes, and density of flaw indications in parts being tested.
2. Knowledge of safety regulations, practices, and procedures.
3. Knowledge of the use and maintenance of tools, equipment, and equipment common to trades and labor work performed by the group being led. Skill to set up and operate eddy current, magnetic particle-liquid penetrant. Industrial x-ray radiographic and ultrasonic equipment to examine a variety of parts, components, or material to detect hidden subsurface flaws, corrosion, and separation in bonded and honeycomb structures; and determine integrity of welds, precision dimensional and volume measurements, hardness of materials, and if defects found, render the article acceptable or unacceptable.
4. Skill to work with quality assurance and engineering personnel to modify inspection procedures and test standards to achieve inspection objectives.
5. Ability to develop, modify, and adapt eddy current,, magnetic particle-liquid penetrant methods industrial x-ray radiographic and ultrasonic techniques of nondestructive testing to investigate failures in critical aircraft structures and components when existing inspection procedures, techniques, and acceptability standards are non-existent or not applicable; and interpret flaw indications and their relevance to the reliability of products.
6. Ability to read and interpret quality control directives, engineering drawings, NDI literature, and technical orders concerning nondestructive testing methods and procedures; document actions; and maintain records manually or on a computer terminal.
7. Ability to lead a team of three or more labor or trade employees.
8. Ability to plan and organize work assignments to include determining resources required to accomplish mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
