The primary purpose of this position is to provide analytical and technical support to the Range Environmental
Planning Office's execution of the Eglin Range Planning and Development Program.
Duties
Institutionalizes the Eglin Range Planning & Development Process in direct support of 96 TW in its implementation of Base Realignment and Closure (BRAC) bed-downs.
Supports 96 TW efforts to sustain the Eglin Range from encroachment by managing aircraft noise and safety issues as much as practicable.
Ensures MRTFB and Eglin issues are appropriately considered as relevant guidance (airfield and airspace operations) continues to evolve.
Participates with 96 TW in local and regional airspace management and reconfiguration initiatives.
Supports Chief, XPXE, in managing the Range Planning Office of the Test Wing.

- Periodic trips to the Range complex are required for site surveys and on-site visits to key tenant and associate units.
- Driving on range roads and strenuous walking through un-improved areas of the Reservation is anticipated. No special physical effort or ability is
required to perform the work.
- Work is typically performed in an adequately lighted and climate controlled office.
- Work may require travel away from normal duty station on military or commercial aircraft.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of all phases of ground test and training missions. Familiarity with the safe and efficient operation of a multi-dimensional Major Range and Test Facility Base (MRTFB), including range access, mission scheduling, and range utilization documentation. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of all phases of airborne test and training missions executed on the Eglin Range complex and familiarity
with the safe and efficient operation of a multi-dimensional Major Range and Test Facility Base (MRTFB). Platforms include
fixed wing, rotary wing, tilt-rotor, and unmanned aerial system (UAS).
2. Thorough knowledge of all pertinent AF, Service, and DoD directives associated with the development, operation,
maintenance, and sustainment of a multi-dimensional AF MRTFB.
3. Knowledge of test plans, programs, and Mission Essential Task Lists of Range user groups, particularly airborne test
and training operations and able to translate into range requirements.
4. Knowledge of Center Scheduling Enterprise (CSE), including resource scheduling, charging, mission priorities, and
other policies.
5. Skill in supporting programming, resource, and long-range planning for XPXE.
6. Skill in analyzing and evaluating guidance, plans, programs, and objectives, as well as recommending courses of
action.
7. Ability to gain willing cooperation from others through tact, courtesy, and diplomacy.
8. Ability to operate modern computer hardware and software sufficient for required research and routine office
activities (i.e. Word, PowerPoint, Excel, Internet).
9. Ability to effectively communicate orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
