This position serves as the Nurse (Case Management), organizational title Certified Wound Ostomy Continence Nurse (CWOCN) for the Branch of General Surgery Clinic/Department for the Division of Clinical Services, Gallup Indian Medical Center (GIMC), Gallup, NM. This position reports to Chief of Surgery.

Duties

NOTE: Applicants must apply separately for each announcement in order to be considered.** With order/referral from Medical Providers, provides consultation and/or initiates assessment, planning and implementation of care to patients with ostomies, draining wounds, fistulas, pressure and non-stageable ulcers, acute and/or chronic wounds. Develops standards of care and assists in the formulation and evaluation of procedures, protocols and policies related to wound/ostomy patient care. Works collaboratively with the health care team and makes referrals to other disciplines as indicated. Provides leadership to the team and develops, reviews, and revises protocols, standards of practice, clinical procedures, and patient teaching tools related to wound/ostomy and continence care. Manages the Wound Clinic Operations and program development with maintenance of records and statistics and submits reports as requested.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Note: Employees currently assigned to positions in this 0610 occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained, OR Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition, to the Basic Requirements, you must also meet the Minimum Qualifications and Selective Placement Factor stated below. MINIMUM QUALIFICATIONS for the GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Provides input for preoperative counseling prior to hospitalization, in conjunction with the physician when appropriate. Provides and/or recommends treatment for wounds, decubiti ulcers and skin excoriation according to an established plan of care to proactively meet the needs of the patient. OR Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field. (Must provide evidence with your application if qualifying using this option.) SELECTIVE PLACEMENT FACTOR, Certification: In addition to the basic requirements and minimum requirements, the following certification is determined to be essential to perform the duties and responsibilities of the particular position. Applicants who do not meet a selective placement factor are ineligible for further consideration. Must possess a Wound Nursing Certificate from an approved accreditation board such as Wound, or Ostomy and Continence Nursing Certification Board (WOCNCB), or National Alliance of Wound Care and Ostomy (NAWCO) or American Board of Wound Management (ABWM). (Must submit copy of certification with application.) Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
