About the Position:
This is a Permanent Position.
Management may select at any of the grade levels announced. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management. If filled at the GS-07 or GS-09 level, duties will be performed in a developmental capacity under supervision.
Duties
Develop program interface requiring negotiation and weighing various options to obtain optimal solutions.
Work with external stakeholders to jointly implement policy/system changes and creatively resolve issues for rapid implementation.
Develop initiatives using project documentation (e.g. system change proposals, vision/scope/functional requirement documents, etc.) ensuring software changes support Service and Department of Defense qualification and enlistments globally.
Administer the accession reporting system to assist subordinate units in the enlistment qualification processes (e.g., automated processes, forms, user interface, business rules, workflow, etc.)
Prepare and conduct management analyst functions related to special projects, flow analysis, process improvements, and change management.
Plan, develop, and conduct on-site organizational management assistance visits to evaluate and analyze MEPS mission functions as well as accession reporting system-oriented management assistance visits.
Develop functional business approaches/plans for improving the efficiency/effectiveness of mission functions and/or management processes.
Liaison with IT staff in reviewing applications, propose system/software designs, analyze and negotiate options, recommend solutions (document functional requirements, system change proposals, vision/scope documents, deployment plans, etc.).
Oversee functional data captured in the personnel data reporting system (e.g. data management, system interfaces, content analysis, etc.)
Operationalize new technology projects through planning, design, building, testing, delivery, and continuous improvement.

Experience required for GS-07: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled including: Providing assistance to staff on testing of automated systems; Retrieving and organizing data requested by staff members; Preparing a variety of documents (spreadsheets, flowcharts, graphs, briefing charts, correspondence, etc.) utilizing automated systems. The definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-05).
Experience required for GS-09: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled including: Assisting in analyzing business processes for utilization and trends; Identifying problems for improvements to business processes; Collaborating with information technology personnel on development and testing of test plans for automated business systems; Preparing study findings for management in written reports or oral briefings. The definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-07).
Experience required for GS-11: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled including: Analyzing reports to recommend appropriate management action (i.e. succession planning activities); Identifying problems to formulate solutions for Armed Services enlistment standards processes or similar processes; Completing special reports for succession planning; Reviewing software requirements and/or business rules to determine compatibility with current operations; Participate in system user trainings with peers and managers. The definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-09).

Time in Grade Requirement for GS-7: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-05 grade level (or equivalent).

Education Substitution for Specialized Experience for GS-07: Successful completion of one (1) full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.)
OR
Superior academic achievement for GS-07: I have successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). Combination of Experience and Education Substitution for Specialized Experience for GS-09: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 18 hours (total semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.
Education Substitution for Specialized Experience for GS-11: Successful completion of a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.
Combination of Experience and Education Substitution for Specialized Experience for GS-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.
