The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making. This position is with the U.S. Department of Labor/Bureau of Labor Statistics (BLS), Office of Field Operations, Data Collection Center (DCC). This is an interdisciplinary position and may be filled either as an Economist or Statistician (Economics)

Duties

Duties include but are not limited to: Incumbent will become fully certified in all aspects of data collection for the Current Employment Statistics program and maintain an active case load. Conducts Quality Assurance at the Data Collection Center (DCC). The incumbent will critique cases by both internally reviewing cases and by calling Respondents for re-interviews. The Assistant Manager will provide these findings to the DCC Manager and onsite contract supervisors for correction. The incumbent is responsible for many of the daily internal processes for the DCC. This includes importing files, requesting cases, responding to emails from the National or Regional Offices, managing internal processes, and providing procedural guidance to the contract staff. Monitors contract staff to ensure all work is completed accurately and in a timely manner. Keeps the DCC Manager informed about the DCC's operational status. Utilizes databases, spreadsheets and report writer software to analyze program data. As directed by the DCC Manager, lead teams to test software, improve training modules, or develop new collection procedures. Provides onsite and remote training for new hires and refresher training as needed. In the absence of the Data Collection Center Manager, serves as liaison between the DCC, the Regional Office, BLS National Offices, and the other Data Collection Center Managers. The incumbent will be become fully certified in operating the PIV Badge Credentialing Center and will be the secondary operator in the absence of the Administrative Assistant which includes conducting enrollments (fingerprints, taking photos, scanning identity documents) as well as updating and issuing badges. Performs other duties as assigned.

Qualifications

Applicants must meet the Basic Requirement AND Minimum qualifications for each grade they wish to be considered for. Basic Requirements: Economist, GS-0110: A) Degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus. OR B) A combination of education and experience - courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Statistician (Economics), GS-1530: A) Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR B) A combination of education and experience - courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance In addition to meeting the Basic Requirement above, applicants must also meet the minimum qualifications to be considered: GS-11: One (1) year of specialized experience equivalent to GS-9. GS-12: One (1) year of specialized experience equivalent to GS-11. Specialized experience should include a thorough range of complex economic professional work and training. Specialized experience includes: GS-11: Assisting in developing and designing programs to ensure the quality assurance of respondent data, focusing on sources of differences in employment, hours, earning data between original collection and quality assurance results. Assist in the design and proposes methodology for the review, tabulation and analysis on causes of data errors. GS-12:Knowledge of developing and designing programs to ensure the quality assurance of respondent data, focusing on sources of differences in employment, hours, earning data between original collection and quality assurance results. Design and proposes methodology for the review, tabulation and analysis on causes of data errors. Education Substitution: GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. GS-12: No education substitution. OR GS-11: An appropriate combination of specialized experience and graduate level education (beyond 36 semester hours leading to a Ph.D.). GS-12: No combination substitution.
