The position is at the Bureau of the Fiscal Service; Information & Security Services / Chief Information Officer (OAC -CIO); Governance & Portfolio Management, as a recognized technical authority providing leadership and expert advice defining planning and policy objectives of great range; and developing, revising, and maintaining IT strategic and communication plans.
Duties
As an IT Specialist (Policy/Planning), you will:
- Develop, revise, and maintain Information Technology strategic and communication plans governing the planning and delivery of ISS services.
- Assess policy needs and develop policies to govern complex, multi-functional IT activities. Apply new developments to previously unsolvable policy and IT program problems.
- Provide state-of-the-art policy and process guidance to IT management and executive staff. Prepare and present briefings to senior management officials at the Bureau, Department, and Federal Reserve Bank, on complex and/or controversial policy and planning issues.
- Define current and future business environments to plan and project IT usage for an entire organization. Design, develop, and manage systems that meet current and future business requirements and which apply and extend, enhance, or optimize the existing architecture.
- Prepare complex IT budget requests and associated documentation.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience:
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-13 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: Interpreting IT planning and policy objectives in order to plan for future IT systems to meet the needs of the organization and users, using such systems.
Examples of such experience for the GS-13 could include:
- Providing strategic plans for innovative or unique IT systems; or
- Supporting management with recommendations of policies to govern IT Activities; or
- Providing policy and process guidance to IT management and executive staff; or
- Submitting IT budget requests and associated documentation; or
- Measuring and evaluating IT systems performance across organizational lines within an agency addressing agency-wide IT human capital planning and management issues - recruitment, retention, and training; or
- Performs audits, assessments, and evaluations of IT programs and projects.
AND
In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below.
- Attention to Detail, such as conducting audits, assessments, and evaluations of complex, extensive IT programs and projects.
- Customer Service, such as designing, developing, and managing systems that meet current and future business requirements.
- Oral Communication, such as preparing and presenting briefings to senior officials.
- Problem Solving, such as applying new developments to previously unsolvable policy and IT program problems.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
