You will serve as a SUPERVISORY AEROSPACE ENGINEER in the TEST & OPERATIONS DIVISION, NAVAL ORDNANCE TEST UNIT (NOTU) of NAV ORD TEST UNIT.
Duties
You will be the advisor on matters pertaining to range safety, flight safety, missile performance, missile/reentry system processing, technical program management, quality assurance and property/ contract management areas.
You will be responsible for the overall planning, preparation, and administration to establish priorities and determines methods of accomplishing projects based upon departmental resources, objectives and mission elements.
You will assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.
You will develop performance plans, evaluate work performance of subordinates, and provide recommended ratings of record; Interview candidates for subordinate positions; recommend hiring, promotion, or reassignments.
You will take disciplinary measures, such as warnings and reprimands; Identify developmental and training needs of employees; provide and/or arrange for needed development and training.
You will consult with Range Safety Management to determine range safety requirements for Fleet Ballistic Missile Tests. Because of the unique aspects of Fleet Ballistic Missiles compared to other missiles tested on the ranges.
You will interpret range regulations on flight termination and ordnance system design as they apply to Trident Missile systems.
You will supervise the generation of, authorizes the submission of, and defends range safety impact hazard probability and missile performance studies that evaluate and justify FBM flight test risks assumed by Strategic Systems Programs.
You will participate in the design of new and unique flight termination systems compatible with advanced FBM missiles and range safety regulations in conjunction with SSP Branches and their contractors.
You will propose missile flight termination system design concepts and test plans for prosecution on the Eastern and Pacific ranges.
You will direct the review of the design proposal and plans for acceptance considering functional aspects, completeness and compliance with range regulations, accepts the proposal and presents the design and defends the proposal in meetings.
You will represent the Test Unit in conferences and presentations to range personnel including the senior management and leadership of the 45th Space Wing and NAWC-WD (Pt. Mugu), on matters pertaining to range safety design and missile test plans.
You will serve as the second level supervisor for Strategic Weapon System Ashore, testing facility, that supports both US and UK programs for the existing Ohio/Vanguard platforms and the new submarine platforms of Columbia (US) and Dreadnought (UK).

- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: professional engineering experience with planning, supervision of diverse engineering disciplines, test programs, solid propellant missile design, assembly, checkout, and launch operations. Experience with range/flight safety, explosive safety, ordnance handling, hazardous waste handling, and environmental requirements/regulations.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
