This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. This position has promotion potential to the GS-12 grade level.

Duties

Identify research sources to determine information necessary to conduct audit in assigned area. Establish time controls for audit objectives. Coordinate with management and subject matter experts to determine methodology for conducting audit in assigned area. Prepare entrance conference briefings with client. Maintain effective relationships with higher management throughout the audit. Perform evaluation of audit area in accordance with generally accepted auditing standards. Determine credibility of data and evidence. Analyze audit results to make recommendations. Adjust survey program, scope and/or methodology as required. Prepare audit program covering significant problems identified during the survey. Identify and substantiate potential findings. Document audit results in accordance with regulatory standards. Develop a draft audit summary and/or report in accordance with policies. Present audit results for assigned areas to management.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education AND experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Auditor: A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Experience Required:To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: GS-7: Assisting in analyzing auditing information for solutions; or assisting in conducting financial audits; or assisting in assessing the detection of financial waste; or assisting in examining the appraisal of financial records. GS-9: Assisting in conducting audits, assisting in developing audit plans and preparing audit reports. GS-11: Assisting with conducting audits, developing audit plans and preparing audit reports. GS-12: Planning and conducting audits, developing audit reports.

Education

GS-7:

Superior Academic Achievement (S.A.A.) can be used as a substitution for experience for this position:

S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
    • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum.
  3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies listed below. Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.
GS-9:
2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in Accounting or related field such as Business Administration, Finance, or Public Administration that was supplemented by 24 hours of accounting.

GS-11:
3years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in Accounting or related field such as Business Administration, Finance, or Public Administration that was supplemented by 24 hours of accounting.
