The ARNP serves as a provider for Primary Care patients who require care within the assigned clinic structure within the Department. The ARNP is responsible for the management of patients to include examination, medical care management, coordination of consultation, referral of patients, development and implementation of quality assurance and utilization programs including peer reviews. The ARNP will coordinate health care needs according to VHA guidelines and sound medical practice.

Duties

Practitioners working in Compensation and Pension (C&P) Division are primarily responsible for evaluations pertaining to C&P examinations requested by the Veterans Benefits Administration (VBA). Assists in the evaluation of clinical and programmatic delivery of Employee Occupational Health and all assigned Environmental Exposure Exams. The ARNP is cognizant of the fact that he/she is engaging in forensic examination that may involve patient history and examination, review of extensive documents as needed that pertains to the patient's disability claim. An active knowledge of the patient care processes of the Department of Veterans Affairs, the Healthcare System and its clinics is maintained. An essential element is active knowledge of the medical records system (CPRS), JLV and Primary Care Almanac (VSSC) data base. This shall include using the computerized medical record system for progress notes, orders, and medical record review and completion of such records in a complete and timely manner. The ARNP shall have knowledge of and abide by Healthcare System Bylaws, VHA Rules and Regulations and have a familiarization with existing VA specific clinical guidelines. The overall responsibilities of the ARNP, typically include, but are not limited to: Primary focus of clinical practice is the independent clinical evaluation of veterans through their panel of patients including prevention and patient self-management. Comprehensive primary care will be provided to Veterans. Responsible for related referral and management of any clinical concerns that are found during these evaluations. Functions as a member of a Patient Aligned Care Team (PACT), collaborating with clinical and administrative support to provide timely, quality, coordinated care for Veterans. Utilizes and promotes approved standards of care, procedures, methods and techniques, safety precautions and protocols in their application to this population in all settings. Collaborates with other health care resources to ensure continuity of care. Providers will participate in interdisciplinary team meetings ("huddles") and functions as a team member. Providers will be active in the management of patient care profiles to ensure appropriate timeliness and care including maintenance of health and treatment of illness. Providers are responsible for delivery cost-effective care and referring patients to other specialized services only when appropriate. Keeps abreast of latest trends, skills, procedures, and protocols in primary care, occupational medicine and Compensation & Pension and serves as a resource person for the medical center staff. Performs Primary Care, Environmental and Compensation & pension examinations to include history and physica findings as indicated. Performs expanded single organ/system compensation & pension exams and environmental examinations as indicated. Orders tests and various studies to form a diagnosis as indicated. Requests consultations and/or make recommendations for additional studies as appropriate. Renders an opinion supported by facts to establish the presence or absence of disease or condition making patient eligible/ineligible for compensation and/or pension. Follows guidance periodically issued by VBA and DMA and as relayed by the medical Director of C&P. Documents the above in report format utilizing information technology per standards acceptable to VBA and DMA. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. NOTE: A nurse practitioner must be licensed or otherwise recognized as a nurse practitioner in a State, possess a master's degree from a program accredited by the NLNAC or CCNE, and maintain full and current certification as a nurse practitioner from the American Nurses Association or another nationally recognized certifying body. The certification must be in the specialty to which the individual is being appointed or selected. Preferred Experience: Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Moderate carrying (15-35 pounds) for 8 to 12 hours, intermittently; lifting over 35 pounds with assistive devices in accordance with the Safe Patient Handling Policy except in emergent situations requiring prompt patient care; pulling for 8 to 12 hours, intermittently; pushing for 8-12 hours, intermittently; reaching above the shoulders for 8-12 hours, intermittently, both hands required; walking 8-12 hours, intermittently; standing 8-12 hours intermittently; kneeling 8 to 12 hours, intermittently; repeated ben ding for 8 12 hours, intermittently; climbing and use of both legs and arms for 8-12 hours, intermittently, both legs required; near vision at 13 to 16" Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other eye; ability to distinguish basic colors; hearing aid permitted; twisting, simply grasp and fine manipulation.
