This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at the Joint Base Lewis-McChord (JBLM) Public Works Operations and Maintenance Division.

Duties

Serves as the working leader in work operating, repairing and maintaining oil and gas fired high-pressure steam and high temperature water boiler plants and all auxiliary equipment on boilers. Ensures that needed plans, blueprints, materials and tools are available and that the needed stock is obtained from supply locations. Performs quality assurance checks on work in progress and checks completed work for compliance with the supervisor’s instructions on work sequence, procedures, methods and deadlines. Demonstrates proper work methods and answers workers questions regarding procedures, policies, written instructions, and other directives. Operates, adjusts, and stops single or multiple fueled water and fire tube boilers including all auxiliary, pollution control, and other equipment in a steam boiler plant requiring continuous monitoring for efficiency. Monitors and tests the operation of power and heating boiler support systems and equipment such as automatic controls, switches, alarms and related components.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
• This position has a requirement to lift up to 40 lbs. in the regular performance of duties.
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
• Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
• This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
• Incumbent must possess and maintain a Class II operating Engineer Certificate, or equivalent to support operations of Boilers Plants not exceeding an aggregate capacity of 300MBTU/HR.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Boiler Plant Operator Leader operating high pressure steam boilers, and auxiliary and equipment not exceeding an aggregate capacity of 300 MBTU/HR to include performing minor maintenance and repairs; starting, stopping, regulating, and controlling boiler operation and steam production for heat, hot water and process steam; making regular inspections to ascertain operating performance, checking all controls, gauges, pressures, and temperatures, taking boiler water samples, run test on all samples, and treat boiler water accordingly to achieve specified parameters without more than normal supervision. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: May be required to lift and carry items weighing up to 40 pounds. Frequently makes repairs and installations from ladders, scaffolds and platforms where the parts of systems worked on are frequently in hard-to-reach places. Bending, stooping, stretching and kneeling are required for long periods of time. WORKING CONDITIONS: Works primarily indoors and occasionally works outside for short periods of time, exposed to weather conditions. Subject to abnormal heat, high noise levels, moving equipment in the incinerator plant, toxic fumes, scalding water and steam, soot, dirt, grease, chemicals, oil, etc. Subject to cuts, burns, bruises and more serious injuries such as those incurred from boiler explosions. Also works in inadequately lighted and ventilated spaces. Occasionally exposed to asbestos. Wears protective clothing and respirator when required.
