Duties
Coordinating with other Installation programs and departments, as well as with tenant commands to identify, document, and assess the availability and suitability of resources.
Ensuring that EOC computers, display systems, decision support systems, and Mass Warning and Notification Systems are maintained in an operational status.
Planning work assignments, sets operational and administrative priorities, and provides day-to-day oversight of the EOC Manager (if assigned) and other person(s) assigned to support the EM Program.
Directing an organization's Emergency Operations Center (EOC) during emergency management exercises, actual disasters, or incidents.
Requirements
- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Must be a US Citizen.
- Must be determined suitable for federal employment.

Qualifications
For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1. Engaging with other federal, state and local agencies during disasters, emergencies, conferences, briefings and normal day-to-day situations.
2. Directing and facilitating integrated training and exercise events.
3. Assisting in the analysis of the effectiveness of training, exercises, and real-world incident response operations.
For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1. Interpreting knowledge of EM policies, procedures, and guidelines to support the performance of an Emergency Operations Center (EOC).
2. Applying knowledge of the National Response Framework, National Disaster Recovery Framework, NIMS, and ICS to support EOC operations, including activation and command and control procedures, as well as EOC systems, equipment, and software.
3. Analyzing the effectiveness of training, exercises, and real-world incident response operations.
4. Implementing corresponding corrective actions or changes to policies, instructions, and SOPs.

Education
For the GS-11, in lieu of specialized experience, you can qualify for this position based on the following education:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
