THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY CIVIL ENGINEER, Position Description Number T5904700 and is part of the PA 193rd Regional Support Group, National Guard. 1 or more Position(s) may be hired against this Announcement.

Duties

As a Supervisory Civil Engineer, GS-0810-13, you will plan, organize, and oversee the activities of the organization. Exercise supervisory personnel management responsibilities. Plan and organize facility planning and public works architect and engineering activities and ANG Base-wide responses to natural disasters, terrorist attacks and fire response services in accordance with USAF directed concept of operations. Plan, organize, and direct the development and implementation of policies and procedures to secure maximum efficiency and economy in total operations, sound organizational structure, and maximum utilization of skills within legal, regulatory and professional engineering requirements established by ANG Base regulations, building, life safety and environmental codes, higher echelon, and funds limitations. Establish technical engineering and architectural, processes, criteria and functions. Serve as the Air Commander's representative at meetings and conferences with the National Guard Bureau, Headquarters Air Force, and Air National Guard; other federal agencies such as the Corps of Engineers, OMB, FAA, EPA, state, local government and civil bodies, as well as private agencies. Perform other duties as assigned.

Qualifications

APPOINTMENT STATUS: EXCEPTED This is a Title 5 Excepted Service position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Non-Bargaining Position AOC A: NG Employees working at the location specified. Supervisor for this position is Colonel Susan Garrett. Manpower #: 01073100 *NOTE: Accessioning into this position is contingent upon verification of Tier 3 Security Clearance. GENERAL EXPERIENCE: Applicants must possess one of the following: A degree in engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR A combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. SPECIALIZED EXPERIENCE: Application must indicate36 months experience in professional architectural or engineering in the areas civil, mechanical, electrical, facility, environmental, fire protection, architectural, military contingency, plant facility and construction engineering disciplines and architecture. Experience in engineering fundamentals such as the strength and strain analysis of engineering materials and structures, the physical and chemical characteristics of engineering materials such as elastic limits, maximum unit stresses, coefficients of expansion, workability, hardness, tendency to fatigue, resistance to corrosion, engineering adaptability, engineering methods of construction and processing, etc.; or positions involving professional work in several branches of engineering. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
