This position is located in the BLM Oregon State Office, Division of Resources, Lands, and Minerals, Branch of Biological Resources. The primary purpose of this position is to operate one or more types of gasoline or diesel-powered engineering and construction heavy equipment in flat or rolling terrain environments.

Duties

The selectee for this position will serve as a Maintenance Mechanic conducting maintenance and repair of the administrative site and performs various field work assignments, such as Tractor operations and some chainsaw and pole-saw work in orchards. Major Duties include, but are not limited to: Completing cultural treatments and orchard maintenance treatments such as fertilization, mowing, tree moving, cover crop mowing, orchard development (disking, leveling, seeding), high lift operation, breeding, aeration, pesticide applications (licensed public pesticide applicator with the state of Oregon), tree removal, and stump grinding etc. Conducting facility maintenance of structures, to include maintaining water, septic, electrical and plumbing systems, 8 miles of fence line, propane tanks, and back-up generators. Operating and maintaining seed orchard equipment and tools, including fabrication of various devices with metal and wood using welders, drills, saws, and other tools. Trouble shooting different types of engines, drive trains, cooling systems, hydraulic systems, etc. Servicing and maintaining mobile equipment such as forklifts, orchard lifts, fertilizer spreader, lawn equipment, chainsaws, trailers, tractors, and miscellaneous other light equipment as needed. Operating agricultural tractors on hills (slopes up to 40%) in a general orchard; navigating tractors along fence lines and buffer zones (which may be >40%); and operating fertilizer spreaders, tree spade, chippers, aerator, backhoes, rototillers, trucks, and trailers. Transporting, loading, and unloading equipment with truck and trailers, may require state of Oregon Class A Combination Commercial License (hauling heavy equipment > 26,000 lbs.), and Semi-trucks with airbrakes for occasional seedling deliveries. Conducting safety training, for orchard employees, in the safe and proper use of equipment and tools; correcting safety deficiencies and preparing for periodic Occupational Safety and Health Administration (OSHA) and Compliance Assessment Safety, Health, and the Environment (CASHE) inspections. Maintaining administrative maintenance records, to include safety manuals, building maintenance schedules, service records, supply inventory, property inventory, and fleet reports.

  • A valid state issued driver’s license is required.
  • You will be required to obtain/maintain a Class A Commercial Driver’s License to operate government owned vehicles and heavy equipment for the duration of the appointment prior to being assigned operator duties.
  • You will be required to obtain a Contracting Officer Representative (COR I) certification for purchase card authority after appointment.
  • You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You may be required to occasionally travel overnight away from home. You must be eligible to obtain a government charge card for travel purposes.

Qualifications

To qualify, there is no specific length of training or experience required; however, your resume must demonstrate enough experience to show your ability to perform the duties of a Maintenance Mechanic without more than normal supervision. Examples of such experience include: (1) Servicing and maintaining mobile equipment such as forklifts, orchard lifts, fertilizer spreader, lawn equipment, chainsaws, trailers, tractors, and miscellaneous other light equipment as needed; (2) Conducting tasks involved in the upkeep of buildings, grounds and related structures, fixtures, and utilities; (3) Detailing the layout and selection of materials and equipment needs to conduct maintenance work; (4) Conducting maintenance in the areas of carpentry, masonry, electrical, painting, plumbing, and welding; (5) Operating, servicing, and/or maintaining gasoline or diesel-powered equipment such as road graders, bulldozers, excavators, backhoes, or trench diggers to push, pull, pile, and/or load materials; and (6) Interpreting instructions/specifications associated with equipment operation. The physical ability to carry moderate loads, hike over rough terrain, climb steep slopes, drive a 1-ton 4X4 truck pulling a trailer, operating equipment and using power and hand tools. The work requires walking, stooping, crawling, bending, lying flat and repeated lifting. You must have good vision, reaction reflexes and depth perception. Physical demands require coordination of hand, eye, and body. The selectee will be subjected to significant vibration when operating some pieces of equipment. The selectee must exert physical effort related to actions such as lifting and carrying heavy loads (up to 40 pounds), pushing, pulling, carrying objects of various weights, sizes, and shapes. Heavier items may occasionally be lifted with the assistance of lifting devises or other workers. Works on ladders, scaffolding, platforms, and rooftops, and in cramped and hard-to-reach places. Duties require the selectee to work in tiring and uncomfortable positions. The selectee is responsible for keeping all tools used in a clean, safe, working order. Calls to the attention of the supervisor, unsafe equipment or working conditions. Works in a safe manner, particularly when working from heights or in deep sub-ground locations that require the use of scaffolding and ladders of varying heights. Working Conditions: Work is performed in all kinds of environments from an office setting to project sites in rough and steep terrain. Field work involves vehicular and foot access and may involve accessing remote areas. Temperatures many range from below zero to over 100 degrees Fahrenheit. Weather may include periods of rain, snow, and heavy winds. The selectee is expected to use and wear personal protective equipment (PPE) and devices such as earplugs, safety glasses, respirators, gloves, steel-toed boots, flash shield and eye goggles worn to minimize risks while working with noisy equipment, using power and hand tools, when using chemicals and paints in cleaning and other maintenance and construction activities. There is exposure to dirt, dust, sawdust, grease, fumes, smoke, noise, vibration, mud, and ice. Clothing and skin will become dirty, muddy, and greasy. Welding involves exposure to fumes, infrared and ultraviolet radiations, heat, flying sparks and the possibility of eye injury and burns. The selectee will wear proper protective clothing and devices such as earplugs, welding helmet, gloves, flash shield and eye goggles and steel toed boots. Welding also includes work in awkward or cramped positions to get to hard-to-reach places. You may be required to work irregular work schedules, weekends, and holidays. The selectee will be subjected to continued safety training and is required to follow established safety and environmental health procedures and practices.
