Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Operations, Buffalo Field Office, Mission Support Branch, located within the Port of Champlain, NY.
Duties
Joining the Customs and Border Protection Office of Field Operations will allow you to use your expertise in administration to provide advisory and technical services to management. This position starts at a salary of $69,107.00 (GS-11, Step 1) to $107,680.00 (GS-12, Step 10) with promotion potential to $107,680 (GS-12 Step 10).

In this position you will oversees the implementation of programs and policies related to facilities execution and planning. Duties may include:
Serving as a program requirement coordinator for major facility and technical projects for a large Area Port of Entry, which requires the incumbent to provide authoritative guidance for the following mission support program areas: facilities, physical security, emergency planning, and technical systems.
Developing documents such as official Facility Project Development Requests and serves as the CBP approving official for GSA Statements of Work (SOW) relating to CBP spaces requiring signs off on the SOW prior to the project being advertised for bids.
Providing physical security guidance and direction to project architects and construction managers. Editing and approving architectural drawings to ensure adequate security measures are incorporated into the facility design. Serving as the primary project lead in the installation of Access Control, Closed-Circuit TV surveillance system, and Intrusion Detection Systems (IDS). In addition, establishing and maintaining formal key-lock control programs. Serving as the primary point of contact to the CBP Office of Professional Responsibility (OPR) for collateral security duties.
Maintaining and updates facility Occupant Emergency Plans (OEP) and develops and coordinates responses to Physical Security Vulnerability Assessments and Federal Security & Environmental Assessments.
Researching and creating methods for CBP Office of Information Technology and outside contractors to install updated communications and audio-visual networks within the obsolete wiring systems of Federal facilities. Coordinating IT infrastructure upgrades and IT forecasting and long-range planning. Managing computer and other IT equipment refreshes.
Assessing contractor effectiveness for long-term, extensive technical and janitorial service contracts and providing recommendations on contractor proposals. Preparing reports on both the technical and administrative aspects of the program for the information of higher management levels.
Making recommendations on funding and budget planning in response to union proposals. When problems occur, interfacing with GSA, the relevant lessor or other contractors, and/or any other party that the incumbent determines must be involved on behalf of management.
Qualifications
Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Developing documents such as official Project Development Requests (PDR)
Maintaining records in facility tracking systems
Implementing and coordinating programs and activities requiring qualitative and quantitative methods.
Reviewing information, reconciling conflicting data, devising new and modified methods to analyze finding, researching regulation, policies, and standards to develop and performing in depth analyses.
Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Monitoring and coordinating maintenance of physical security systems.
Assisting with the coordination to upgrade hardware and software to enable back-up, storage, and archiving of security video including notification and alert systems that track back-up performance.
Reviewing information, reconciling conflicting data, devising new and modified methods to analyze findings, research regulations, policies, and standards to develop and perform in-depth analyses.
Assisting with coordination among key participants for the long-range planning and development of strategies to meet objective and mission.
Serving as a liaison between Office of Information Technology (OIT) and system users to ensure that user problems, comments, and complaints are resolved appropriately with Office of Information Technology (OIT).

Education Substitution: GS-11: Successful completion of a Ph.D. or an equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree or an LL.M. degree from an accredited college or university may substitute for experience required at this level. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.
There is no education substitution at the GS-12 grade level for this occupation.
Combining Education and Experience: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
