About the Position: As a Safety and Occupational Health Specialist you will be responsible for the Safety Program's policies, directives and regulatory guidance for the US Army Corps of Engineers, St. Paul District Safety Program. Additionally, you will be responsible for formulation, development, implementation, and assuring compliance with safety and health standards.

Duties

Identifies the District's safety and occupational health needs, and develops, revises and issues regulation, manuals and special instructions. Patriciates in management responsibilities including formulation, development, organization, execution of a comprehensive safety program. Provides guidance concerning the application of safety regulations, policies, procedures, and standards. Performs field surveys of construction and Maintenace work sites for compliance with policies and objectives of the safety program. Provides technical safety advice and assistance on matters pertaining to operations and activities. Records, tracks and ensures audit/inspection discrepancies are mitigated. Creates, complies and recommends dissemination of procedures on safety and accident reporting and investigations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid Government Driver's License.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • This position requires the incumbent to possess or obtain OSHA facilitator credentials within 24 months of on-boarding.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: Specialized Experience: One year of specialized experience which includes (1) Providing guidance on safety regulations, policies, procedures, and standards; (2) Developing methods and techniques to control and/ or eliminate hazardous conditions; (3) Performing and inspect field surveys of construction and maintenance work sites for compliance with policies and standards; (4) Developing databases and/or write programs for a variety of reporting's; (5) Presenting briefings and reports for presentations and/or meetings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Compliance Inspection and Program ManagementOral CommunicationProblem SolvingRisk Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
