You will serve as a IT SPECIALIST (CUSTSPT) in the TECHNICAL PROJECTS DIVISION of NAVWARSYSCEN PACIFIC SAN DIEGO CA.
Duties
You will manage, lead, and, perform work that involves developing, delivering or supporting IT systems and services.
You will provide expert technical and programmatic advice, guidance, and recommendations to management and stakeholders on critical IT issues.
You will lead and complete multidimensional, complex tasks with multiple dependencies independently, mentor others regularly ensuring appropriate succession, and lead others to accomplish complex, cross-organizational goals.
You will Provide vision and develop a roadmap to support Network Security Detection (NSD) systems sustainment, modernization and logistics support.
Requirements

- You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position requires the ability to obtain and maintain a TOP SECRET-SCI security clearance. Candidate may be brought into the position with a TOP SECRET clearance until TOP SECRET-SCI clearance is adjudicated.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 411 Advance Level within 6 months of appointment.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
Qualifications
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Provide vision and develop a roadmap to support NSD systems sustainment, modernization and logistics support.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Interface with other Navy activities, contractors, Program Office and Fleet maintenance support activities to identify and specify requirements for the preparation of business cases for the introduction of new IT solutions to NSD projects.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Apply oral and written communication kills to interface effectively with personnel at all levels and has proven ability to support briefings or presentations to mid- to high-level stakeholders.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Oversee and manage day-to-day operations of NSD projects, task a highly complex team of engineers and IT specialist on various efforts supporting the fleet and new systems development, manage funding and contracts.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-12 or pay band NO-04 in the federal service or equivalent experience in the private or public sector supporting projects involving Production Engineering, and ISEA operations. Apply in-depth knowledge of IT, computer and network hardware, and computer systems architecture and integration; providing resolution to production problems associated with Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) production and upgrades; managing production processes, procedures and resources; providing leadership, mentoring, and training to team members.
