You will serve as a CONTRACT SPECIALIST in the BUSINESS DIRECTORATE of SUPERVISOR OF SHIPBUILDING BATH.

Duties
You will utilize knowledge of federal, department or agency, and local contract laws, regulations, and procedures applicable to acquisition and contract administration functions sufficient to monitor major weapons systems contracts and subcontracts.
You will administer and monitor contracts and subcontracts that extend over several years and cover the design, development, testing and production of complex surface ships and related systems and/or equipment.
You will be responsible for the solicitation, analysis, evaluation and negotiation of the contractor's proposals associated with modifications to contracts for the construction of ships.
You will negotiate (normally with a sole source) changes to contract terms and conditions, specifications, advance payments, profit and cost sharing arrangements to establish reasonable prices within acceptable time frames.
You will administer the contract from award through closeout, including all milestones in between.
You will analyze proposals for conformance with the solicitation, performs cost or price analysis, including review of cost data, to determine reasonableness.
You will obtain required pre-award surveys to determine contractor responsibility and obtains audits and pricing reports to develop negotiation positions.
You will coordinate the establishment of a technical evaluation committee to determine acceptability of cost, management and technical proposals.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a bargaining unit position.
Qualifications
FOR GS-07:
In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-05) grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Professional Contract Specialist applying contract and procurement regulations to prepare solicitations, perform cost or price analysis, or negotiate contract terms and conditions associated with the acquisition of supplies or services.
FOR GS-05:
Successful completion of a Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
FOR GS-07:
The following education may be substituted for specialized experience:
One full year of graduate level education or law school.
OR
A bachelor's degree with superior academic achievement.
OR
A combination of experience and graduate education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
