Serves as the Quality Control Specialist for Air Traffic EnRoute, Terminal facilities and District Support Programs. Services as the Quality Control Specialist point of contact for the facilities and district programs. Responsibilities are in the Quality Control Program, reporting directly to the Support Manager for Quality Control. Assignments include data collection, preparation of accident/incident packages, transcriptions of voice recordings for the purpose of litigation.

Duties

As the Memphis District Quality Control Specialist, the incumbent performs the following duties. Investigates air traffic incidents and accidents for all Memphis Facilities to include eight FAA facilities (both Terminal and En-Route). Performs multiple and varying assignments under the limited direction of a manager and acts as an individual contributor performing some leadership functions for the Quality Control Program. Applies experience and advanced knowledge of Quality Control/Quality Assurance and Air Traffic rules and regulations. Manage Freedom of Information Act requests, minister external/internal evaluations, records management and preparation of voice re-recordings. Plans, develops, monitors and executes all actions required to assist the management of the Quality Control Program. Researches, analyzes, and ensures compliance with air traffic and safety policies and procedures for all Memphis facilities. Creates and processes air traffic accident packages in compliance with applicable JO Orders. Creates and processes Mandatory Occurrence Reports (MORs). Consistently leads and facilitates System Service Reviews (SSRs), Traffic Management Reviews (TMRs), and Internal Compliance Verification (ICV) team meetings to make recommendations for improvements to the NAS. Creates and processes Systemic Issue Reviews (SYSIRs). Creates, processes, and validates Operational Skills Assessments (OSAs) for air traffic. Manages facility Pacific Approvals Registry and Monitoring Organization-Large Height Deviation (PARMO/LHD) and Oceanic Error Reporting (OER) programs. Participates in national ATOP/Oceanic Error reporting discussions/meetings, and provides recommendations to improve safety. Manages Memphis District Air Traffic FOIA programs. Interprets and routinely provides guidance on Quality Control/Quality Assurance and Air traffic rules and regulations to Memphis Air Traffic personnel and management. Performs Airspace and Procedures tasks, such as development of a Letter of Agreement (LOA). Performs as the District SME for Open Skies Flights. Frequently communicates with and fulfills requests in a timely manner from multiple lines of business (LOBs) such as Flight Standards, FAA Litigation, NTSB, FOIA, Flight Service, SERCO, National Weather Service (NWS), FAA Automation, Tech-Ops, ATO Safety Group, State of Alaska, Western Service Center (WSA) Quality Control Group (QCG) and Quality Assurance Group (QAG), as well as several external groups such as pilots, aviation companies and military. Interacts with and provides analysis and feedback to pilots and aviation companies on pilot deviations, TCAS RA events, operational constraints, and air traffic rules/regulations. Manages and is the subject matter expert (SME) for several different automation applications/tools to review and investigate incidents such as MiroEARTs radar data, SatoriM playback tool, FALCON playback tool, Camtasia, Digital Audio Legal Recorder (DALR), ADS-B Performance Monitor, and SkyReplay for the ATOP system. Is the Point of Contact (POC) and SME for CEDAR for all Memphis AT facilities and frequently troubleshoots technical issues for the workforce. Utilizes AAP Portal, Business Objects, Knowledge Services Network (KSN), Huddle, AISR, Defense Internet NOTAM Service. Tests, troubleshoots, analyzes, and makes recommendations for the FALCON with ADS-B development and testing. Tests, troubleshoots, analyzes, and makes recommendations on the FALCON for MEARTS testing. Enables the development team to finalize a FALCON playback tool that can be used for MEARTS radar and include ADS-B tracks that can be used across the NAS as well as other MEARTS facilities. Contacts are both internal and external to the agency. Contacts are to share information and explain applications of policies and procedures.

Qualifications

FV-G: To qualify at this level you must demonstrate that you possess at least one year of specialized experience equivalent to FV-F FG/GS-5-9. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Experience with the FAA Quality Control Program as it relates to aircraft accidents/incidents. Experience with researching and analyzing data, and inputting it into the Quality Control SystemOR,Substitution of Education: Ph.D. or equivalent doctoral degree; Education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, 3 full years of progressively higher level graduate education leading to such a degree; Education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, LL.M., if related; Education must demonstrate the knowledge, skills, and abilities necessary to do the work.
