About the Position: Serve as a senior Human Resources (HR) Specialist for the US Army Criminal Investigation Command (USACIDC) with responsibility for participating in various command personnel programs.

Duties

Plan special civilian personnel studies and projects in direct support of the Direct Reporting Unit (DRU) Commander and Headquarters (HQ) staff to determine effectiveness of major sub-elements of the command personnel program. Provide staff advice and assistance to top management within the headquarters as well as to subordinate commanders. Conduct evaluations of assigned areas of program responsibility through on-site evaluation; reviews of regular or recurring and special reports; reviews of known or suspected problem areas; and contacts with field and other appropriate sources. Develop policy, regulatory, and procedural guidance for various USACIDC civilian Human Resources Management programs. Serve as principal action officer on special assignments and requests for interpretive guidance in specific program areas to include Department of the Army (DA) drug testing program, USACIDC recognition program and other programs.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). GS-13: One year of specialized experience which includes: plan, administer, and evaluate a variety of personnel programs; provide solutions to be taken in complex or difficult matters dealing with personnel issues; and develop policy, regulatory, and procedural guidance for various Human Resources Management programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Human Resources ManagementProblem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.

Education

Education: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

GS-11: Ph. D or equivalent Doctoral degree from an accredited university, or have at least 3 years of study leading to such degree related to the position, that would otherwise substitute for specialized experience, such as Human Resources Management. (If you select this choice, you MUST provide a copy of your official transcripts with your application to receive credit.)

GS-12 & GS-13: you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at these levels.

Combining Education and Experience:

GS-11: Having some specialized experience (as described in the GS-11 qualifications), but less than one year; and more than two years but less than three years of education as described in B. The total is at least 100%.(To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
