Duties
This position is located in the Department of Health and Human Services (DHHS), Administration for Children and Families (ACF), Office of Head Start (OHS). The incumbent of this position is responsible for a wide variety of data management, analytical, and communication duties within and across divisions and offices at the OHS, ACF, and DHHS levels. Activities may include design and delivery of training to support OHS staff and/or grantees in accessing and utilizing information systems involved in program oversight and management. The incumbent will be part of a team engaged in ongoing assessment and quality improvement of program operations. Duties Include:
Serves as an advisor, reviewer and tester for the design, implementation, and maintenance of Head Start data and information systems and resultant reports.
Conducts studies and program analyses to coordinate and synthesize Head Start data to determine if achievements are being met in comparison with Agency requirements and goals.
Uses methods of collecting, quantifying, analyzing, and evaluating Head Start data to interpret information, draw conclusions, and make recommendations.
Represents the organization at briefings and other meetings regarding the justification and approval of specific projects.
Drafts reports and responses to requests from OHS staff and grantee agencies regarding Head Start data and data systems.

Qualifications
Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.
Basic Requirement: You must meet one of the items listed below (A, B, or C):
A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. (Must provide transcripts)
B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript)
C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Specialized Experience:GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing 3 of the 4 duties listed below:
1. Providing guidance to grantees on early childhood education (e.g. Head Start) program regulations, policies, and procedures;
2. Assessing early childhood education programs (e.g. Head Start) through program analysis and utilizing data to make recommendations for operational improvements;
3. Providing oversight activities to monitor program operations for early childhood education (e.g. Head Start) programs;
4. Preparing reports, memoranda, and other written responses for management and staff on program operations.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
