This position is located in the Drug Enforcement Administration (DEA), Financial Policy Section (FNP), Office of Finance (FN). This position(s) primary purpose is to serve as a senior accountant, utilizing a professional knowledge of accounting principles and procedures in carrying out complex assignments. Provides DEA wide professional accounting policy and financial policy management services, management advice and assistance, and fiscal and administrative services.

As an Accountant (Staff), your typical work assignments may include: Provides advice and guidance on the processes, methods, and resolution of significant problems related to the recording and control of accounting data for a variety of extremely diverse operations and related accounting and control systems. Studies routine accounting procedures for the purpose of improving operational systems and actions and implementing changes. Provides guidance to DEA program managers in solving routine financial management and internal control problems. Develops aspects of financial policy and procedural guidance for use throughout DEA. Monitors the execution of policies and procedures to identify problem areas, assist in clarification of procedures, and take corrective action as needed. Provides staff direction, technical advice, and guidance on aspects of accounting and funds control programs.

Qualifications

Applicants must meet the Basic Requirement AND Specialized Experience requirements as noted below. Basic Requirement: (1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law; OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. You must submit transcripts as proof of education or of certification to be considered for this position. To qualify for the GS-14 position, you must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to a GS-13 performing the following duties: 1) Providing direction to staff, technical advice, and guidance on aspects of accounting and fund control programs; 2) Providing solutions to financial and accounting internal control procedures as a result of non-compliances; 3) Interpreting complex financial and accounting data and providing analysis for decision making utilization. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Competencies: Your qualifications will be evaluated on the basis of your level of competencies in the following areas: Administration and ManagementFinancial SystemsInternal Controls Time-In-Grade Requirement: Applicants who are current Federal employees must meet time-in-grade requirements by the closing date of this announcement (as defined in 5 CFR 300, Subpart F).
