The Lead HR Business Partner works under the direction of the Senior Strategic Business Partner and with Facility/VISN leadership at the Strategic Business Unit (SBU) within VISN 9 Human Resource Management Service. The Lead Business Partner is an experienced HR Practitioner and serves as a local labor market expert advisor to executive leadership and other HR Staff on HR matters at a designated facility.

The Lead Human Resources Business Partner reports directly to the Senior Strategic Business Partner (SSBP) in the Strategic Business Unit (SBU). The role of the Lead Human Resources Specialist contributes to overall VISN performance by assisting the SSBP with tactical and strategic consulting on people and organization development strategies in support of business objectives. The LHRS is an experienced local labor market expert advisor to executive leadership on HR matters at a designated facility and its components.
Major duties includes but not limited to the following:
Provides expert management consultative service to the SSBP and local leadership involving the full spectrum of HR functions on highly complex VISN-wide or equivalent issues.
Represents the Senior Strategic Business Partner in various venues within the Healthcare System and the VISN 9 HR enterprise.
May serve at the TVHS rep. in VISN workgroups and policy coordination.
Leads staff by managing day to day workload and assignments for the HR Unit assigned.
Advises leadership in the resolution of administrative grievances, post separation reviews, Congressional, Off ice of Inspector General (OIG), Off ice of Special Counsel (OSC), Equal Opportunity Employment (EEO), Merit System Protection Board (MSPB) or department level complaints.
Assists in providing guidance and renders decisions on complex determinations unresolved by subordinates on a continuous basis through review of completed work and assessment of results obtained.
Gives on the job training and trains team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks.
Coach the team in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
Estimate and report to the team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks, and ensure that all team members are aware of and participate in planning for achievement of team goals and objectives.
Serves as a Senior quality reviewer for all Staffing personnel actions.
Reviews and analyses problematic or potentially controversial situations and provides expert advice to management to resolve those situations (pay, Professional Standards Boards, records and processes compliance).
Troubleshoots and resolves difficult and controversial internal and external staffing and placement problems.
Ensures that all placement actions meet regulatory requirements
Advises and consults on targeted recruitment strategies and non-traditional recruitment opportunities specific to the local and regional market area.
Skill in written and oral communication techniques related to developing and delivering various forms of correspondence to managers, such as briefings and status/staff reports to cultivate understanding and acceptance of findings and/or recommendations.
Work Schedule: Administrative Days, Monday-Friday 7:30 am to 4:00 pm. Tour can be discussed during selection process.
Compressed/Flexible: My be authorized by supervisor.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria:
Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Conducting recruitment and placement activities from cradle to grave for a variety of professional, administrative and technical positions; Interpreting and applying qualification standards/requirements to determine applicant qualifications; Providing technical guidance and consultation regarding rules and regulations laws, policies and procedures pertaining to recruitment and staffing and personnel actions; Explaining recruitment and placement policies, processes, and rules to managers in developing recruitment packages including job analysis, crediting plans, and performance-based interview questions; Utilizing USA Staffing (or other automated staffing programs) to prepare vacancy announcements, issue referrals to managers, and onboard selectees.

Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Expert knowledge of and ability to apply a wide range of HR concepts, principles, laws, regulations, and practices, to include OPM requirements, VHA specific policy and labor organization agreements for Title 5, Hybrid T38 and full Title 38 positions. Resolving difficult and controversial internal and external staffing and placement problems building coalitions and consensus through persuasion. Utilizing current HR database systems to query, retrieve, and analyze information to complete and monitor routine and special assignments. Providing consultative services to HR staff and Service Chiefs across Network facilities on technical matters which involve recruitment decisions. Knowledge of veterans' preference regulations, and Special Hiring Authorities (VRA, CPS, Schedule A, etc.) and flexibilities. Knowledge of Title 5, Title 38 and Hybrid Title 38 appointment requirements. Providing oral and written reports or correspondence outlining recommendations and results and coordinates results with local and regional stakeholders.
Education
Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
