The position functions as Clinical Psychologist and has program responsibility as Chief Executive Officer (CEO) for the Drug Dependency Unit (DDU) located in Winnebago, NE. The DDU delivers residential treatment services in an integrated, multi-disciplinary manner to patients who are affected by substance abuse, and in most cases, cooccurring psychological and various other mental conditions. This position reports to the Director of Behavioral Health in Aberdeen, South Dakota.

Duties

Implements an effective comprehensive mental health/substance abuse services program to measure, assess, and improve the quality of care delivered to patients. Formulates a plan of action to effectively utilize resources. Provides fiscal management to develop budgets, project costs and monitor expenses. Oversees personnel management activities including position management, recruitment, employee relations, and conducts staff meetings and conferences. Develops job performance standards and assists in the proper evaluation and ratings of employees. Makes provisions to ensure the DDU is operated within the standards of accreditation bodies.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Psychology Series 0180 (opm.gov) Individual Occupational Requirements Degree: Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required. In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below- MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Directly responsible for the oversight of behavioral health services; develops policies and procedures; establishes behavioral health standards of care; provides administrative supervision for behavioral health staff to ensure compliance with regulatory requirements; provides behavioral health and substance abuse care and consultation services to patients. Selective Placement Factor #1: Must possess a current, unrestricted U.S. State license as a Clinical Psychologist. Selective Placement Factor #2: Must possess a valid unrestricted license or certificate, Counselor, Licensed Addiction Counselor. Time In Grade (Merit Promotion Candidates Only) Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
