This position is under the Associate Chief of Staff, Primary Care and serves as a Program Analyst at one of the Primary Care Area hubs, Clarksville, Chattanooga, Murfreesboro or Nashville. Incumbent primarily serves as an analyst and advisor to HUB management with healthcare analytic evaluations of programs and activities within the Primary Care Service, Tennessee Valley Healthcare System and or Federal agencies.

Duties

The incumbent's primary responsibility is to serve as the Program Analyst for the one of the many programs under Primary Care Service line who is ultimately responsible for providing healthcare analytic project effectiveness of programs and operations for productivity and efficiency of the management of Primary Care Service and/or federal agencies for the area of assignment. Analytic management provides knowledge base evidence and evaluative techniques with assessing the many program developments and execution for improving Primary Care organizational efficiency. Analysis of programs provide management with trends for strategic planning, effectiveness for decision making of healthcare delivery. Incumbent work requires skill in factfinding and investigative techniques, communication both oral and written, and development of presentations and reports such as MS PowerPoint, MS Excel pivot charts. This position also includes knowledge and understanding of budgetary, financial principles related to short- or long-range planning of programs. Other responsibilities include, but are not limited to: Performs analysis and provides analytical packages with recommendations and solutions using a variety of tools including but not limited to: VSSC reports, ProClarity data servers/cubes, Pyramid Analytic servers, Vista reports and Microsoft Office products (ex: Excel,Access, etc.). Responsible for performing analysis of resulting data to include trending and identifying gaps which are used to both assess program compliance and propose changes and/or improvements based on the analysis completed. Develops audit criteria to validate compliance of reported clinical outpatient workload and productivity. Responsible for preparing presentations to relay program changes, growth and possible future short falls to the Hub, Primary Care Management, and facility staff. Uses qualitative and quantitative studies exploring the impact of primary care services and programs. Utilizes a variety of systems to identify and develop data required for use in management and direction of programs Advise management based on polices and objectives, agency mission, and analytical and evaluative methods for assessing programs developments, execution and improving the organizational effectiveness and efficiency. Recommends procedures for preparing, documenting, validating, and presenting resource requirements to higher authority. Analyze policies and directives for evaluation of clinic profile management, clinic grids utilization, Consult management, Contingency Planning, Communications Planning, Change Management, Virtual Care Technologies, Staffing Models, Strategic Planning, Business Planning, Process Improvement, Veterans Experience, etc., for improvement strategies of missed opportunities. Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of patient care systems in meeting established goals and objectives for area of assignment. Takes qualitative or quantitative data gathered or received and converts it to quantitative data to further analyze for priorities, cost, and impact of each assigned area. Performs research tasks to obtain a variety of cost, schedule, and performance data; analyzes data to derive relationships involving system parameters, cost variations or to identify variations in baseline parameters. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday to Friday - 08:00am - 04:30pm. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of specialized experience would typically include, but are not limited to: analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; planning and organizing work; and communicate effectively orally and in writing. To qualify based on education you must have successful completion of 1 full year of graduate level education or superior academic achievement. Possess Superior Academic Achievement (SAA): Must meet the qualification requirements for this position using SAA: Must meet the qualification requirements for this position using SAA Rank in the upper one-third of your class in the college, university, or major subdivision. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study; and Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.
