Duties
The incumbent will serve as a Physical Scientist under the direction of the Lead for the Physical and Wildlife Sciences Branch in the Resources Management and Science Division in Sequoia and Kings Canyon National Parks. The incumbent will serve as a technical advisor on the development and implementation of a science-based management program for physical science resources such as air quality, water quality and quantity, snowpack, hydrology, caves and karst formations, acoustics, geology, soils, hydrogeology, paleontology, and related fields and activities. The position will focus on using scientifically sound expertise in physical sciences to understand the impacts of human interactions, climate change, and other internal/external threats to park resources and to design and implement appropriate management actions to mitigate these threats. Some of the duties the incumbent will use expertise to perform, but are not limited to, are:
Manage a program of monitoring and research to document the condition of the Parks' physical resources. Identify management, monitoring, and research needs for the program, branch, division, parks, and adjacent lands.
Develop and implement effective science-based plans for the inventory, monitoring, evaluation, documentation, conservation, research, and interpretation of physical science resources across a wide range of elevations including, but not limited to, chaparral, oak woodland, coniferous forest, riparian, meadow, alpine, and cave/karst habitats.
Develop and maintain positive working relationships with staff internally and externally to meet monitoring and research goals.
Prepare reports, publications, and presentations on the results of monitoring and research efforts to document findings and share information internally and externally to educate staff, visitors, and local communities.
Supervise the Physical Sciences program staff following law, policy, and best management practices.
Carry out program management duties by developing work plans and schedules, scopes of work, cost estimates, and directing subordinate staff.
Formulate and administer an annual operating budget to support staffing, equipment needs, and work projects, with related costs and yearly work schedule for a team of technicians and a project manager.
Successfully seek funding for the Physical and Wildlife Sciences branch's priorities and projects, such as monitoring and research to support climate adaptation and resiliency, through NPS, grant, and other funding sources.
Prepare requests for funding proposals or statements of work to accomplish resource projects and priorities as needed.
Develop and negotiate cooperative and interagency agreements and other instruments to effectively carry out resource stewardship goals.
Serve as the program's project manager, investigator, point of contact, and/or technical representative on agreements and contracts to ensure completion of projects within scope, schedule, and budget.
Contribute to Park management decisions, restoration efforts, and planning documents using expertise in physical sciences.
Assist or lead park compliance activities in relation to physical sciences, such as NEPA, Wilderness Minimum Requirements Analyses, Threatened and Endangered Species Consultations (section 7), Biological Assessments, Environmental Assessments, and Environmental Impact Statements.

Basic Requirements:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience for this position is experience such as: 1) design, oversee, and implement the collection of field data related to air quality, water quality and quantity, snowpack, climate science, caves/karst, soundscapes, light pollution, meteorology, and contaminated lands; 2) inventory, operate, troubleshoot, and maintain sampling equipment; 3) compile, summarize, analyze, and manage physical science field data; 4) prepare field, survey, annual, and project reports, briefings, presentations, and publications; 5) lead crews conducting physical science field work; 6) conduct compliance related to NEPA, ESA, and the Wilderness Act, 7) write funding proposals for physical science management projects and research studies; and 8) inform staff and the public about air and water quality condition and health concerns. You must include hours per week worked.

EDUCATION: Successful completion of at least three years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in physical science or other directly related education. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study.Y ou must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, divide your total months of experience by 12. Then divide your semester hours by 18 (27 quarter hours) of completed graduate education beyond the second year only education in excess of the first 18 semester hours (27 quarter hours) is creditable. Add the two percentages. The total percentage must equal at least 100 percent to qualify. Note: You must submit a copy of your transcripts as proof of any claimed education.

accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
