The Chief of Rehab Services is responsible for the administrative supervision and management of the rehabilitation programs and more than 50 employees at the VA Pittsburgh Healthcare System (VAPHS), a Complexity Level 1A facility, six (6) Community Based Outpatient Clinics (CBOCs). The primary location of this position is the H.J. Heinz III VA Medical Center in Aspinwall, PA.
Duties
The Chief of Rehab supervises the Supervisory Occupational Therapists and Supervisory Physical Therapists, Duties include but are not limited to:
Independently planning, implementing, directing, and managing all technical and operational aspects of Physical Medicine and Rehabilitation.
Developing, providing, and coordinating operating programs for therapies and clinics, which include the physicians and nurse practitioners of Physical Medicine and Rehabilitation, trainees, residents, volunteers, the allied health disciplines, and administrative staff.
Maintaining program requirements and validation criteria for assigned organizations.
Review internal systems and assure that both clinical and administrative activities follow agency, accrediting, and regulatory requirements.
Oversight of the hiring and recruitment of PM&R personnel, and implement procedures to resolve complex problems relating to work force requirements, space and equipment use.
Providing full management on administrative matters affecting organizational planning, staffing, resource allocation, education, and Veteran-centric care.
Developing and coordinating operational budgets along with the service line.
Incumbent utilizes clinical knowledge and expertise to impact change, oversee the quality of services rendered, and facilitate best practices, and coordinates the acquisition of supplies, equipment, and services.
Monitoring and ensuring program compliance with various accrediting and regulatory standards and medical center policies.
Ensuring that day-to-day operations run smoothly and efficiently through direct hands-on contact with treating staff.
Provides oversight and approval on training requirements, travel, and other professional development for staff.
Is responsible for maintaining effective and efficient communication with internal and external stakeholders.
Utilizing VA data systems, evaluates departmental performance, strategic planning, and guides performance improvement.
Utilizing evidence-based practice and advanced clinical skills, the incumbent works in a clinical setting as determined by patient care needs.

Qualifications

Basic Requirements:
United States Citizenship: Be a citizen of the United States.
English Language Proficiency: Must be proficient in written and spoken English.
Education and/or Experience: Individuals must meet at least one of the requirements below:
Bachelor's degree in Occupational Therapy and two (2) years of experience as an Occupational Therapist; NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005, decision that the Accreditation Council for Occupational Therapy Education (ACOTE) would only accredit master or doctoral degree programs in occupational therapy.
OR
Bachelor's degree in Occupational Therapy and two (2) full years of graduate education in a related field; NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005, decision that ACOTE would only accredit master or doctoral degree programs in Occupational Therapy.
OR
Master's Degree or higher in occupational therapy.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Certification: Candidates must possess a current NBCOT certification as an OT.
State Licensure: Candidates must possess a full, current, and unrestricted state license to practice Occupational Therapy in a state, territory, or Commonwealth of the United States (i.e., Puerto Rico), or in the District of Columbia.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Education, Experience, and Licensure: In addition to meeting the basic requirements, you must have completed of one year of experience equivalent to at least the GS-13 level directly related to the position being filled. This experience may have been gained as a GS-13 level Occupational Therapist Clinical Specialist, Lead Occupational Therapist, Occupational Therapist Program Coordinator, or a Supervisory Occupational Therapist. This experience includes:
Ability to complete complex evaluations and treatments;
Ability to function independently;
Ability to use interpersonal skills necessary to work productively with all levels of medical center personnel,
Ability to manage the activities of a diverse group of professional and support employees;
Ability to participate in planning activities; Analytical ability to identify opportunities for operational improvements and problem resolution;
Ability to analyze, review, comprehend, and interpret a wide variety of data/information.
Grade Determinations Demonstrated Knowledge Skills & Abilities (KSAs) : In addition to the experience above, you must demonstrate that you have met the required KSAs for this position. These KSAs include:
Knowledge of evidence-based practices and clinical practice guidelines in multiple professional areas to use these resources to guide the program staff in providing clinically appropriate treatment interventions.
Skill in interpersonal relationships and conflict resolution in dealing with a diverse range of employees, team leaders, and administrators.
Ability to manage [resources] for a large, integrated service including not only Occupational Therapy, but also other focused rehabilitation, ancillary, or other health care services.
Ability to communicate effectively orally and in writing with a diverse group of professional staff.
Ability to translate extensive rehabilitation knowledge into cogent and useful policy in complex facilities and/or across multiple sites.
Skill in providing clinical and administrative oversight [and supervision of] multidisciplinary rehabilitation programs in complex facilities and/or across multiple sites.
Ability to collaborate with strategic planning committees at local, VISN or national levels for new ventures addressing patient care delivery systems, facilities management, and system reorganizations.
Preferred Experience: Greater than 5 years supervisory experience of a multidisciplinary Rehab department.

The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for this vacancy is GS-14.
