This Program Specialist position is located within the Specialty Care (Medicine) Service at the Providence VA Healthcare System, located in Providence, RI. It is full time at 40 hours per week.

Duties

The position is located in the Medical Specialty & Acute Care Service Line at the Providence VA Medical Center (VAMC). Medical Service is comprised of both inpatient and outpatient clinical care, including various subspecialties such as Cardiology, Pulmonary/Critical Care Medicine, Dermatology, Emergency Department, Endocrinology, Gastroenterology, Hospital Medicine, Infectious Disease, Nephrology and Hypertension, Neurology, Oncology and Hematology, Respiratory Therapy, and Rheumatology. Duties include, but are not limited to: Performs data reporting and analysis and program oversight in support of the Associate Chief of Staff, Medical Service, the Administrative Officer, as well as the various section chiefs and supervisors within the large, complex clinical service; Analyzes data across the Medical Specialty & Acute Care Service Line to assist in the development of highly efficient processes, facility cost reductions, and clinical program improvements; Collaborates with both the Administrative Officer and the Associate Chief of Staff, Medical Service; Operates on an independent basis, problem-solve, conceptualize and carry out completed staff work; Develops and maintains provider profiling data for the providers supervised by the ACOS, Medical Service and/or the Sub-Specialty Section Chiefs; Facilitates process improvements through oversight and management of communication between sections or services, ensuring follow-up is done, necessary equipment or software is received, and that changes demonstrate marked improvements and sustainability; Applies both qualitative and quantitative analytical techniques to support provider productivity and efficiency; Creates workflow charts and graphs, and internal mechanisms for trending and reporting data, workflow efficiency, and program development; Evaluates results of audits/inspections, recommends improvements, identifies more effective methods of collecting and reporting data, and explains problems in narrative reports; and Other duties as assigned. Work Schedule: Monday-Friday, Full-time, Tour of duty to be discussed during the interview process. Compressed/Flexible: Not available. Financial Disclosure Report: Not required. Notifications: This position is a LIUNA Bargaining Unit position. This position is covered by locality-based comparability pay. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is in the Competitive Service. Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Veterans' preference does not apply for internal or other current permanent Federal agency employees.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 09 position you must have served 52 weeks at the GS 07. For a GS 07 position you must have served 52 weeks at the GS 05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You must qualify based on your experience and/or education as described below: GS 07: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: responsible for timekeeping; develops means to analyze and resolve problems in effectiveness and efficiency of the service line as related to data and data quality and to improve the efficiency and productivity; possesses strong communication skills. The incumbent will operate under close supervision and guidance than the full performance level of GS 09. OR; Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement*. Degree must be relevant to the position to be filled. OR; Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. The education and experience must be directly related to the work of the position to be filled. GS 09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: interprets complex administrative and operational regulations/ guides and presents the material in an easy-to-understand manner to front line staff; demonstrates knowledge of management principles (such as Lean & Six Sigma) and ability to apply them and coach others in applying those methods in a complex system to identify barriers in operations/ processes/etc. and develop new methods/procedures to improve them; develops and implements performance improvement measures; and analyzes and prepares reports on a routine basis that reflect the performance of the service. OR; Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Degree must be relevant to the position to be filled. OR; Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 year of graduate level education may be used to qualify applicants for positions at grades GS-09. The education and experience must be directly related to the work of the position to be filled. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary with some walking, standing, and bending. The incumbent will be required to walk back and forth between main hospital and outbuildings when needed. The incumbent must be able to sit for long periods of time at a workstation and use a computer for the vast majority of the day. May be required to lift boxes of supplies up to 25 lbs. The incumbent must have the ability to multi-task and operate in a sometimes chaotic environment.
