This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located with the Directorate of Public Works, Fort Campbell, KY. Fort Campbell lies on the Kentucky/Tennessee border between Hopkinsville, Kentucky and Clarksville, Tennessee about 45 miles northwest of Nashville.

Duties

Review plans and visits project sites. Represent installation as the Subject Matter Expert regarding threatened and endangered species and wetlands compliance issues at meetings. Review comments on natural resource management plans. Identify wetland areas that will be impacted by projects and, takes necessary action to ensure compliance. Obtain and maintains necessary Federal and State permits for surveying and handling of threatened and endangered species. Provide threatened and endangered species and wetlands information for proper National Environmental Policy Act (NEPA) documentation.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A pre-employment physical is required.
  • Incumbent must be able to lift up to 50 pounds.
  • Incumbent is required to obtain and maintain a valid state drivers license and any installation and/or DoD license required for the type of vehicle being driven.
  • Work may require to be performed nights, weekends, and holidays.
  • This position requires the incumbent to obtain and maintain Federal and State (TN and KY) permits within 18 months of employment.

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Wildlife Biologist: Degree: Bachelor's degree (or higher degree) in biological science that included at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); AND at least 9 semester hours in botany or the related plant sciences. OR Combination of Education and Experience: Equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Analyzing threatened and endangered wildlife resource problems and/or environmental conditions related to multipurpose operating projects; 2) Conducting investigations for restoration and mitigation projects in wetlands; and 3) Formulating remedial actions for wetland mitigation that satisfy the Natural Resources Management Plan and regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Applicants must meet eligibility requirements including time-in-grade, time-after-competitive appointment, minimum qualifications, and any other regulatory requirements within 30 days of the closing date of this announcement.
