About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Perform a wide variety of electrical and electronic work on marine plant, locks and dams, land plant electrical systems, and equipment. Apply the marine standard and the national electrical code methods, techniques, principles and trade practices, observing safety requirements of both kinds of work. Trouble shooting and repair of electrical or electronic failures in complex relay logic circuits for electrical control systems, computer interface devices, and solid state motor control circuits. Use blueprints and manufacturers wiring diagrams, general sketches, oral ideas, and concepts conceived by the incumbent, engineers, operating officials and/or supervisor. Use a large variety of tools such as: hack saws, drills, blow torches, pipe cutters, dies, reamers, conduit benders, hammers, wire cutters, AND, Electrical equipment such as: volt-ohm meters, strain gages, meggers, protective relay testers, multimeters, wattmeter’s, recorder meters, Wheatstone bridges, etc. Estimate the cost and amount of materials needed, prepare working plans, layouts, diagrams for final approval of supervisor.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must have state issued Journeyman Level Electrician License.
  • Position requires a pre-employment physical, and thereafter annually.
  • Must be willing to take and pass a pre-employment drug test, and thereafter annually.
  • Must be able to lift up to 50lbs.
  • Must have a valid State driver's license.

Qualifications

Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of an Electrician~ without more than normal supervision. Ability to perform common maintenance and repair duties in preventive maintenance and repairs on electrical equipment (circuits, instruments, meters, relays, gauges, carrier units, control systems, transformers, motors, and switch gear apparatus) at hydroelectric generating plants, dams, steam plants, nuclear plants or switchyard. Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: Normal area of work covers approximately 160 miles of river. Work is outside and inside, on vessels, barges, docks, locks, dams, galleries, machinery pits, behind bulkheads, over water, below water, from personnel baskets, ladders, scaffolds, walkways, foot pegged poles, and light tower platforms. Stooping, bending, climbing, lifting, pulling, and maneuvering from cramped quarters, slick areas, and dangerous heights are all common to this position. Normally hand tools and materials will weigh 20 pounds, but quite frequently will be in excess of 35 pounds. Working Conditions: Employee is subject to working in all types of weather, from heights, in close places, barge compartments, holds of vessels, cranes, light towers and poles, equipment chases, galleries, miter gates, tainter gates, tainter valves, roof tops, crawl spaces, transformer pads, and distribution centers, and also from within vertical shafts. Is subject to many hazards such as falls, moving machinery, electrocution, and eye and ear hazards. On occasion works on or near high voltage lines and transformers along with other hot line equipment.

No substitution of education for experience is permitted for this position. Applicants must meet the Screen Out Element to be qualified.
