This position is located within Facilities Management Service (FMS) at the VA Roseburg Healthcare System. Performs a variety of duties involved in the installation, modification, and repair of utilities, buildings, structures, and industrial equipment, from receipt of work order through the final operational check out or inspection.

Duties

Major Duties include but not limited to: 1. Electrical. Performs installation, modification, maintenance, and repair of electrical wiring systems, related switches, distribution panels, and outlet boxes. Inspects, maintains, cleans, repairs, tests, and adjusts a wide variety of electrical fixtures, tools, and appliances. Following maintenance schedules, inspections, or work orders, performs maintenance services, diagnoses system or equipment malfunction and makes repairs as necessary. Tests circuits and equipment by use of voltmeter, amp meter, wattmeter, meggers, ohmmeter, capacitor tests, and oscilloscope. Measures, cuts, threads, bends, assembles, and installs conduits, inserting, splicing, and connecting wires to fixtures, outlets, switches, receptacles, and power source. Removes and replaces obsolete and worn out units and subassemblies. Makes alterations to basic equipment as required and/or connects new equipment to existing facilities. Installs, tests, maintains, adjusts, and repairs electrical buzzer and bell systems. Repairs and maintains local and monitored fire and alarm systems. Repairs and maintains facility generators primary and emergency. Repairs, maintains, and inspects feed pumps, recirculation pumps, sump pumps, and condensate pumps. Operates industrial boom, forklifts, trucks, and other equipment. Performs preventive maintenance in accordance with manufacturer specifications. 2. Industrial Equipment. Upon receipt of work order, proceeds to job site, examines equipment to determine extent of repair required, disassembles equipment, requisitions parts, repairs or replaces damaged parts or components, reassembles equipment, and performs a final operational check-out to assure that equipment functions properly. Performs machining operation on damaged parts when new replacements are not readily available utilizing bench lathe, drill press, grinding wheel, and other common portable power and hand tools. Representative examples of equipment worked on are laundry and kitchen equipment, domestic and commercial washers and dryers, refrigeration, and air conditioning systems. Performs preventive maintenance in accordance with manufacturer specifications. 3. Heating and Air Conditioning Equipment. Installs, recognizes causes of faulty equipment, and makes uncomplicated repairs on a variety of small domestic and commercial heating, furnaces, refrigeration and air conditioning units and systems such as walk-in and reach-in coolers, refrigerators, deep freezers, evaporative coolers, evaporative fans, and other equipment. Performs preventive maintenance in accordance with manufacturer specifications. 4. Carpentry and Painting. Constructs, alters, repairs, or modifies items and structures such as frame work, doors, finished paneling, windows, interior and exterior trim, forms, and siding. Fit and accuracy are within allowable limits. Plans and completes the work from initial layout to final assembly or installation. Uses simple arithmetic and accepted carpentry trade methods and techniques. Sets up and adjusts tools. Reads work orders, building plans, blueprints, and sketches. Paints interior and exterior of buildings and facilities. Prepares surfaces by sanding, scraping, and brushing and assures protection of surrounding areas. 5. Plumbing. Performs a variety of plumbing maintenance and repair work such as that which involves removing, cleaning, replacing, packing, and sealing defective parts of utility, supply and disposal systems such as dirty traps, sections of broken pipe and tile, clogged pipe and fixtures, and leaky faucets and drains. Repairs sprinkler systems. Hooks up to installed systems such devices as water heaters, disposal units, and faucets. Installs/repairs pressure producing valves, hot water heaters, and/or storage tanks, circulating pumps, drinking fountains, laundry tubs, urinals, dishwasher, sump pumps, and water closets. Performs digging tasks for uncovering lines and selects proper tools for repairs of such. Has a working knowledge of how to shut off proper valves in selected sites when repairs cannot be completed at that given time. 6. Welding. Using accepted trade methods and a variety of manual welding processes, performs welding duties using electric and wire feed, acetylene and/or inert gas shielded welding processes to weld various types of medal in various sizes, shapes, and thickness, including dissimilar metals. 7. Motor Vehicle Operator. Drives service vehicles with a GVW of 10,000 pounds. Transports materials, and equipment throughout the installation and on public roads. Loads/unloads vehicles, assuring hauling capacity is not exceeded. Work Schedule: Monday-Friday, 03:00pm to 11:30pm Position Description Title/PD#: Maintenance Mechanic/PD30497-A Preferred Experience: Four (4) years experience in building maintenance.

Qualifications

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The ability to the work of a Maintenance Mechanic without more than normal supervision. Experience includes but not limited to: Skill to repair a wide variety of complex machinery and equipment and in the use of various machining tools to accomplish repairs. Skill and knowledge required to fabricate replacement parts which are not readily available. Knowledge of refrigeration cycle of a variety of refrigeration and air conditioning systems to make checks for proper functioning and required repair. Knowledge of how electrical fixtures are installed and operate and must be able to follow wiring diagrams. Skill to replace fixture and controls, and make wiring repairs. Skill in the use of related hand tools and testing equipment. Knowledge of the operation and installation of a variety of interior electrical wiring systems, circuits, equipment, and controls. Knowledge of wire, conduit, fittings, relays, circuit breakers, and other electrical devices, and the ability to install them. Skill to assist in work on energized high voltage electrical systems using safety equipment. Skill to diagnose commonly encountered problems such as locating defective switches or blown fuses. Skill to interpret and apply sketches, detailed specifications, building plans, manuals, blue prints, wiring diagrams, and national and local electrical codes. Knowledge of the principles and theories of the refrigeration cycle, temperature measurement, and knowledge of operation of a variety of domestic air conditioning and refrigeration units and systems. Knowledge of woodworking techniques and basic shop math to plan, lay out, measure, cut, construct, and install materials according to specifications. Skill in the use of hand and power tools and a variety of test equipment such as multimeters, voltmeters, amp meters, infrared meters, capacitance meters, oscilloscopes, phase sequence indicators, cable fault detectors, etc. Knowledge of surface preparation for painting and skill in applying coating materials. Knowledge of standard plumbing methods and techniques. Skill to remove, clean, install, or replace joints and fixtures and hook up equipment to installed systems. Ability to operate a truck with aerial man lift and other equipment such as fork lifts. Must possess or be able to obtain state and government driver's licenses. Physical Requirements/Working Conditions: Work involves climbing ladders, poles, towers, or structures. Good hand and eye coordination is required. Repairs are made on equipment which may require maneuvering and may require lifting of items up to 50 pounds; occasionally handles heavier items. Frequent bending, stooping, and stretching is required, as well as working in hard-to-reach places and in awkward positions. Work is performed indoors and outdoors in all types of weather. Incumbent is exposed to dust, dirt, grease, oils, and noisy conditions. Incumbent is subject to possible injury from vehicular accidents or hand and power tools used. Incumbent is subject to falls from heights, cuts, bruises, insect bites, and stings, scrapes, burns, infections, and broken bones. Incumbent is subject to strains and injuries from lifting. Subject to serious injury or death from electrical shocks and electrocution. Incumbent is subject to emergency call back duty. Uses safety equipment as required.
