Duties

No two days are alike! Materials and Corrosion Lab staff find themselves engaged in a variety of activities including engineering design, field work, and laboratory research. Each employee is given the opportunity to develop their skills through training and professional engagement and is encouraged to bring their unique expertise to enhance the group's capabilities. The full performance duties of this position are: -Performs civil engineering materials assignments associated with technical planning activities, data collection, data analysis, analysis of site location and/or conditions, or analysis of instrumentation data in the areas of corrosion, protective coatings, cathodic protection, and/or geosynthetic materials. -Provides engineering recommendations based on engineering analysis for conventional or routine assignments or for portions of more complex engineering projects. -Work primarily involves the application of the principles of corrosion mitigation on civil engineering structures, such as concrete dams, powerplants, pumping plants, canals, pipelines, and other buildings and associated hydraulic structures. May involve participating in scientific and applied engineering research, including field and laboratory investigations, in support of Reclamation's mission. -Participates in civil engineering facility inspections which include conducting corrosion and protective coatings condition assessments, identifying corrosion mitigation system deficiencies relative to design criteria and applicable standards, documenting results, calculating preliminary estimates for repairs, identifying future maintenance or repair needs for the asset, and project management planning. -Completes civil engineering materials and corrosion engineering designs for protective coatings and/or cathodic protection systems to include: 1) participating in engineering studies or evaluations as the corrosion mitigation team member; 2) preparing, reviewing, or checking routine engineering designs for corrosion mitigation systems and/or materials selection for civil infrastructure; or 3) drafting design criteria and standard operating procedures. -May perform up to fifty percent of workload in geosynthetic materials. This includes close collaboration with geotechnical, mechanical, and water conveyance engineering design groups for the design, specification, construction support, inspection, and research of geosynthetic materials for applications such as canal linings, especially related to the topic of drought mitigation. -Drafts written technical documentation such as technical memorandums, inspection reports, peer-reviewed research publications, quantity estimate worksheets, specifications, design drawings, and construction submittal responses. -Makes oral presentations of technical work to internal team members and Reclamation clients and collaborators.

To qualify for this position, you must meet BOTH the Basic Qualification Requirement and the Additional Requirements. Your resume must clearly describe your relevant experience. You must meet all Eligibility and Qualification requirements by 10/13/2023 Future Graduates:You must meet all requirements AND be able to start working no later than 6/2/2024. **No Exceptions to extend past this date. BASIC QUALIFICATION REQUIREMENT A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -or- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. -or- 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. -or- 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. -or- 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) ~AND~ ADDITIONAL REQUIREMENT In addition to meeting the basic education requirement, you must also meet one of the following for the each grade level. Specialized experience is obtained after the requirements noted under 'Basic Qualifications Requirements' are met. GS-07 A. Specialized Experience: To qualify, applicants must have one full year of specialized experience comparable in scope and responsibility of the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Examples include assisting experienced engineers with various projects, assisting with preparing reports, and researching technical data to provide senior engineers.-or- B. Education: 1 year of graduate-level education or completed a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering. C. Combination of Education and Experience: A combination of education (choice C) and specialized experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. -or- D. Superior Academic Achievement. Superior Academic Achievement is based on 1) class standing, 2) grade-point average, or 3) honor society membership. Specific requirements are: 1) Class Standing: Upper third of graduating class based on completed courses; 2a) Grade Point Average: 3.0 or higher as recorded on official transcript or as computed based on 4 years of education; 2b) based on courses completed during the final full 2 years of curriculum; or 2c) 3.5 or higher based on average of courses completed in the specific major field of study; or 3) Honor Society Membership: Election to membership in a national scholastic honor society listed in the Association of College Honor Societies, Booklet of Information, and/or Baird's Manual of American College Fraternities (membership in a freshman honor society cannot be used to meet the requirements of this provision). GS-09 A. Specialized Experience: To qualify, applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience includes conducting analysis, preparing technical reports and data collection in related field such as materials science and engineering, chemical, mechanical, metallurgical, or electrical engineering. -or- B. Education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. -or- C. Combination of Education and Experience: A combination of education (noted in choice B) and specialized experience (noted in choice A) may be used to qualify for this position if the computed percentage of the requirements is at least 100%. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours prorated. You will not receive any credit for experience that does not indicate exact hours per week. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This vacancy announcement allows substituting education for experience at the GS-GS-07/09 grade level.
